03 Methods for Collecting and Completing Records of Martyrs and Martyrs' Graves

Currently, Ministries, sectors, units, and localities are responsible for collecting, reviewing, and completing the dossiers of martyrs and martyrs' graves under their management.

To be specific, the collection, review, and completion of the dossiers of martyrs and martyrs' graves are carried out according to the 03 methods stipulated in Circular 214/2013/TT-BQP as follows:

- Ministries, sectors, and localities direct their subordinate units to review, compile statistics, and complete the dossiers and lists of martyrs and related information concerning martyrs and martyrs' graves belonging to their respective Ministry, sector, and locality; provide these to military units upon request to ensure unified management and facilitate the search and repatriation of martyrs' remains;- Military units from the regiment level and above, and localities from the commune level and above accept information about martyrs and martyrs' graves; review, compile statistics, and supplement missing information; compare, verify, and complete the list of martyrs, determine the initial burial locations, and complete the diagram of the martyrs' graves;- The Policy Department of the General Political Department constructs an integrated database on martyrs and martyrs' graves; transfers and guides the use of this database system to agencies, units, and localities; receives, amends, and perfects the integrated database on martyrs and martyrs' graves.

Additionally, Circular 214 also stipulates the content for collecting, reviewing, and completing the dossiers of martyrs and martyrs' graves, which includes:

- Reviewing, compiling statistics, supplementing, determining the number, and completing the list of martyrs, and determining the initial burial locations of martyrs;- Building and perfecting the database on martyrs and martyrs' graves; integrating these databases to serve the search and repatriation of martyrs' remains;- Completing diagrams of the martyrs' graves currently under management.
