According to Decision 19/2022/QD-TTg (taking effect on November 10, 2022) on social insurance, unemployment insurance, and health insurance management costs for the period 2022-2024 issued by the Prime Minister, there are 03 groups of workers who will receive a salary equal to 1.8 times the salary of officials, civil servants, and public employees prescribed by the State, specifically as follows:

Salary spending levels for officials, public employees, and workers in Vietnam

- Salary expenditure for cadres, civil servants, and public employees is equal to 1.8 times the salary level for cadres, civil servants, and public employees prescribed by the State to be applied for the following subjects in payroll quotas or job positions approved by competent authorities:

+ Officials, civil servants, public employees, and workers working at units under Vietnam Social Insurance;

+ People working under the labor contract regime in the Social Insurance organization of the Ministry of National Defense, Social Insurance of the People's Public Security;

+ Employees implement the unemployment insurance policy of the labor, war, and social affairs sectors.

- Salary increased by 0.8 times the above regulations (excluding public service allowances, seniority allowances, and responsibility allowances), occupation-based allowances, preferential educational allowances, attractive allowances in areas with particularly difficult socio-economic conditions, and allowances for night work and overtime work are not used to calculate social insurance, health insurance, unemployment insurance, and trade union fees.

The time to apply a salary expenditure of 1.8 times the salary of officials and public employees as prescribed by the state in Vietnam

The application of the above salary spending level is implemented until salary policy reform is implemented according to Resolution 27-NQ/TW dated May 21, 2018 of the Seventh Conference of the 12th Party Central Committee on reforming salary policies for cadres, civil servants, public employees, armed forces, and workers in enterprises.

Cost structure of social insurance, unemployment insurance, and health insurance management in the period 2022-2024 in Vietnam

- Structure of spending tasks for the period 2022-2024 within the scope of costs for management of social insurance, unemployment insurance, and health insurance as prescribed in Article 2 of Decision 19/2022/QD-TTg includes 03 groups of expenditure tasks:

+ Expenses for professional tasks on propaganda, developing participants, managing beneficiaries, training and fostering professional expertise, reforming administrative procedures, organizing revenue and expenditure, inspection, and examination;

+ Information technology application expenses; capital construction investment expenses;

+ Expenses for operating apparatus of units under Vietnam Social Insurance, Social Insurance of the Ministry of National Defense, Social Insurance of the People's Public Security, and units assigned to implement unemployment insurance policies, Insurance for labor accidents and occupational diseases in the field of labor, war invalids, and social affairs.

- Average operating expenses for the period 2022–2024 are up to 35.3% of total management costs for the period 2022–2024.

- In case it is necessary to restructure spending tasks during the year for objective reasons, Vietnam Social Insurance clearly states the reasons and reports to the Ministry of Finance for synthesis and reporting to the Prime Minister.
