Circular 08/2015/TT-BGTVT regarding the rescue operation and cost estimation standards for rescue operations on expressways issued by the Minister of Transport on April 14, 2015.
According to Circular 08/2015/TT-BGTVT, the rescue plan is a part of the traffic organization plan on the expressway approved by the authorized person.
The content of the rescue plan includes:
- Common rescue situations: location, quantity, and condition of the subjects requiring rescue;
- Gathering points for rescue subjects on the route;
- Information on vehicles, routes, and rescue time: number, type, and capacity of rescue vehicles mobilized, address of the rescue vehicle departure, route to the scene, support from the maintenance entity, time to approach the scene, rescue implementation time, route during and after rescue corresponding to each position, segment accessed for rescue implementation.
The execution of rescue work is an item within the contract for highway management, operation, and maintenance, signed between the highway management agency or investor and the maintenance and operation entity. The maintenance and operation entity organizes the implementation when conditions are met or signs a contract to carry out the rescue tasks specified in points b, c, d, and dd Clause 1 Article 6 of this Circular.
Additionally, the Circular also specifies that the entity assigned to organize the operation and maintenance of the expressway (hereafter referred to as the maintenance and operation entity) is the subject directly responsible for the operation and maintenance of the expressway, with responsibilities, obligations, and rights defined through contracts with the highway management agency or with the investor.
