03 Conditions for the Issuance of Permits for Transporting Industrial Explosives

Circular 04/2014/TT-BCA stipulates that organizations and units transporting industrial explosives must meet the following conditions:

- Possess means of transporting industrial explosives that meet the following conditions:

- Meet the traffic participation conditions as per the law on road, rail, and inland waterway traffic; possess a certificate of eligibility to transport dangerous goods issued by the registry authority;- Comply with the provisions of Standard QCVN 02:2008/BCT;- Meet the fire safety conditions prescribed in Article 12 of [Decree 35/2003/ND-CP](https://lawnet.vn/vb/nghi-dinh-35-2003-nd-cp-luat-phong-chay-chua-chay-c612.html);- Display a signal emblem indicating the transportation of industrial explosives.

- Have managers, vehicle operators, escorts, and other related service personnel involved in transporting industrial explosives meeting the following conditions:

- Be at least 18 years old, have a clear background, and no criminal record. Vehicle operators must possess a driving license, boat license, or appropriate professional certificates corresponding to the registered transport vehicle;- Have a certificate of fire training issued by the competent Fire and Rescue Police authority; a training certificate on knowledge of industrial explosives and safety measures when handling industrial explosives issued by the competent state management authority on industrial explosives;- Have professional qualifications corresponding to their designated positions and responsibilities.

- Meet the conditions specified in points a and c, clause 1, Article 26 of the Ordinance on Management and Use of Weapons, Explosives and Supporting Tools.
