Recently, the Ministry of Health has unanimously issued Circular 02/2013/TT-NHNN regulating the coordination between medical facilities in tuberculosis management.
According to the regulations in Circular 02/2013/TT-BYT, medical facilities not belonging to the tuberculosis prevention network participating in the tuberculosis diagnosis, in addition to the medical examination and treatment operation license issued by the competent state authority on health, must also be certified by the Provincial Tuberculosis Control Program as meeting sufficient conditions for tuberculosis diagnosis if they have the following qualifications:

- Have a laboratory capable of performing direct sputum smear microscopy or other registered tuberculosis bacteriological tests with the Provincial Tuberculosis Control Program.- The medical practitioners participating in tuberculosis diagnosis must at least be capable of ordering and interpreting chest X-ray films, having been trained by the National Tuberculosis Control Program or the Provincial Tuberculosis Control Program on tuberculosis diagnosis.- Commit to complying with the inspection standards of specimens as directed by the National Tuberculosis Control Program.
The Provincial Tuberculosis Control Program shall prepare a list of facilities qualified to participate in tuberculosis diagnosis coordination to report to the Department of Health for review and approval.
For medical facilities not belonging to the tuberculosis prevention network participating in the tuberculosis treatment, in addition to the medical examination and treatment operation license issued by the competent state authority on health, they must also be certified by the Provincial Tuberculosis Control Program as meeting sufficient conditions for tuberculosis treatment if they have the following qualifications:
- The medical practitioners participating in tuberculosis treatment must have been trained by the National Tuberculosis Control Program or the Provincial Tuberculosis Control Program on tuberculosis management and treatment.- Have sufficient conditions to monitor and supervise tuberculosis patients' adherence to treatment according to the Ministry of Health's guidelines.
Medical facilities participating in tuberculosis diagnosis and treatment, in addition to the medical examination and treatment operation license issued by the competent state authority on health, must also meet the conditions specified in Articles 8 and 9 of this Circular.
