03 Cases of Mobile Registration for Birth, Death, and Marriage

On November 16, 2015, the Ministry of Justice (BTP) issued Circular 15/2015/TT-BTP detailing the implementation of certain provisions of the Law on Civil Status and Decree 123/2015/ND-CP of the Government of Vietnam detailing certain provisions and measures for implementing the Law on Civil Status.

Circular 15/2015/TT-BTP stipulates three mobile registration cases for birth, death, and marriage as follows:

- In cases where a child is born to parents who are disabled or ill and unable to register the birth; parents are detained, temporarily imprisoned, or serving a prison sentence and there are no grandparents or other relatives available, or these individuals are unable to register the birth for the child.- In cases where a deceased person has no relatives, or the relatives do not live in the same commune, or are elderly, weak, or disabled and unable to register the death.- In cases where both parties intending to marry are permanent residents in the same commune, and one or both are disabled or ill and unable to register the marriage.

Additionally, based on the actual conditions of the locality, the commune-level People's Committee decides to organize mobile registration for birth, death, and marriage.
