Recently, the Government of Vietnam issued Decree 112/2013/ND-CP on deportation, temporary detention, escort of violators under administrative regulations and management of foreigners violating Vietnamese law whilst deportation is in progress.

According to Decree 112/2013/ND-CP, violators who do not voluntarily abide by requests of competent persons in Vietnam will be escorted in the following cases:
1. Being temporarily detained under administrative procedures;
2. Being returned to reformatories, correctional facilities, or compulsory rehabilitation centers as prescribed in Clause 2 Article 132 of the Law on Handling Administrative Violations;
3. Expelled persons who do not voluntarily comply with the expulsion decision or exhibit acts of resistance or escape.
Additionally, the persons on official duty responsible for the escort of violators according to administrative procedures in Vietnam include:
- People's Police officers;
- Border Guard officers;
- Coast Guard officers;
- Customs officers;
- Forest rangers;
- Tax officers;
- Market surveillance officers;
- Inspectors, persons assigned to perform the specialized inspection duties;
- Civil judgment enforcement officers.
