The Ministry of Health issued Circular 19/2016/TT-BYT on June 30, 2016, detailing specific requirements for managing workers' health.
Circular 19 stipulating the management of workers' health must meet the following requirements:
- The management, health care, and occupational disease prevention for workers must be carried out from the time the worker is recruited and throughout the working period at the labor establishment.
- The arrangement and assignment of employment positions must be suitable to the health condition of the workers while meeting the following requirements:
- Do not assign workers with occupational diseases to positions that expose them to harmful factors causing those occupational diseases unless it is possible to control or minimize exposure to these harmful factors.- Limit assigning workers with chronic diseases to positions that expose them to factors related to their current health conditions. In cases where workers with chronic diseases must be assigned to positions exposing them to harmful factors related to their current health conditions, the employer must fully explain the harmful factors to the health of the worker and can only arrange such work after obtaining written consent from the worker.
