According to Circular 01/2022/TT-BXD on guidelines for the implementation of housing support for poor and near-poverty households in poor districts under the National Target Program on Sustainable Poverty Reduction in the 2021-2025 period, poor and near-poverty households are supported with 20 million VND to renovate their houses when they fall into the following categories and meet the following criteria:
- Supported objects:
+ Poor and near-poverty households (according to the multi-dimensional poverty line for the period 2021-2025) in the list of poor and near-poverty households managed by the Commune People's Committee of Vietnam residing in the poor district and households that are an independent household which is separate from an existing family register until the National Target Program on Sustainable Poverty Reduction in the 2021-2025 period (hereinafter referred to as the Program) effective for at least 03 years;
+ Beneficiaries of housing support do not include households that have received housing support under the National Target Program for socio-economic development in ethnic minority and mountainous areas in the 2021-2030 period and other programs, projects, and policies.
- Criteria for support: Poor households and near-poor households are eligible for housing support in one of the following cases:
+ Poor households, near-poverty households without houses or houses in unstable conditions (of the three main structures, which are foundation - foundation, frame-wall, and roof, at least two structures are made of unstable materials. ).
+ The average housing area per capita of poor households and near-poor households is less than 8 m2.
+ Housing support has not been received from supporting programs, schemes, and policies of the State, socio-political organizations, or other social organizations.
Circular 01/2022/TT-BXD takes effect from August 15, 2022.
This is the content of Decree 44/2022/ND-CP on construction, management, and use of information system on housing and the real estate market.
Specifically, information disclosure on housing and the real estate market is regulated as follows:
- The Ministry of Construction of Vietnam periodically publishes basic information on housing and the real estate market nationwide at the Portal of the housing and real estate market information system (http:// www.batdongsan.xaydung.gov.vn) including:
+ Annually: before December 31 of the year, publish statistics specified in Article 9 of Decree 44/2022/ND-CP;
+ Quarterly: on the last day of the quarter, publish the statistics specified in Article 14 of Decree 44/2022/ND-CP.
- Provincial People's Committees assign the Department of Construction to periodically publish basic information about the local housing and real estate markets on the portal managed by the unit, including:
+ Annually: before December 31 of the year, publish statistics specified in Article 9 of Decree 44/2022/ND-CP;
+ Quarterly: on the last day of the quarter, publish the statistics specified in Article 14 of Decree 44/2022/ND-CP.

Decree 44/2022/ND-CP takes effect on August 15, 2022 and replaces Decree 117/2015/ND-CP.
