02 Principles for Salary Classification of Professional Titles for Aviation Authority Officers

On May 21, 2020, the Ministry of Transport issued Circular 11/2020/TT-BGTVT stipulating the codes, standards for professional titles, and salary classification for public employees in the aviation port authority sector.

The salary arrangement for the professional title of public employees in the civil aviation authority sector is based on the following two principles:

- The appointment and salary arrangement for the professional title of public employees in the civil aviation authority sector must be based on the job position, responsibilities, professional expertise currently undertaken, and fully meet the standards as prescribed in Circular 11/2020/TT-BGTVT.

- When transferring from the current professional title of a public employee to the corresponding professional title of civil aviation authority public employee, it cannot be combined with a salary grade increase or professional title upgrade.

The professional titles for civil aviation authority public employees specified in this Circular are applied to the professional salary scale for officials and public employees in public service providers of the state (Table 3) issued with Decree 204/2004/ND-CP dated December 14, 2004, by the Government of Vietnam regarding salary policies for officials and public employees and armed forces, as follows:

- Professional title of civil aviation authority public employee class I applies to the salary coefficient of public employees type A3, group 1 (A3.1) from the salary coefficient of 6.20 to 8.00;- Professional title of civil aviation authority public employee class II applies to the salary coefficient of public employees type A2, group 1 (A2.1) from the salary coefficient of 4.40 to 6.78;- Professional title of civil aviation authority public employee class III applies to the salary coefficient of public employees type A1 from the salary coefficient of 2.34 to 4.98;- Professional title of civil aviation authority public employee class IV applies to the salary coefficient of public employees type A0 from the salary coefficient of 2.10 to 4.89.

Additionally, the salary arrangement for public employees in the civil aviation authority sector who are currently on the salary scale of officials and public employees is transferred to the professional title of public employees in the aviation sector as specified in this Circular, according to the guidance in Section 2, Part II Circular 02/2007/TT-BNV dated May 25, 2007, by the Minister of Home Affairs guiding salary arrangement when upgrading, transferring, changing category for officials and public employees. Specifically:

- Salary arrangement for civil aviation authority public employee class I, code V.12.01.01, for public employees currently on salary type A3, group 1 (A3.1);- Salary arrangement for civil aviation authority public employee class II, code V.12.01.02, for public employees currently on salary type A2, group 1 (A2.1);- Salary arrangement for civil aviation authority public employee class III, code V.12.01.03, for public employees currently on salary type A1;- Salary arrangement for civil aviation authority public employee class IV, code V.12.01.04, for public employees currently on salary type A0.
