The Ministry of Finance has just issued Circular 27/2020/TT-BTC guiding the management and use of funds for the development of national standards and technical regulations.
Circular 27/2020/TT-BTC provides guidance on the management and use of funds for the development of national standards (abbreviated as TCVN) and technical regulations (abbreviated as QCKT), including planning, reviewing, developing, and appraising TCVN and QCKT.

The management and use of funds must comply with the following two main principles:
The management and development of TCVN and QCKT are functions of Ministries, sectors, and localities as prescribed by competent authorities. Within the scope of the budget estimates assigned by competent authorities, based on the annual planning and development of TCVN and QCKT, Ministries, sectors, and localities are responsible for allocating funds to implement planning, reviewing, transitioning, developing, and appraising TCVN and QCKT in alignment with task deployment schedules.
For the funds sponsored and supported by organizations and individuals for the development of TCVN and QCKT, implementation should be carried out according to the agreement with the sponsor or supporter; in cases where there is no specific agreement, implementation should follow the provisions of this Circular.
Note: This Circular applies to Ministries, ministerial-level agencies, Governmental agencies, and People’s Committees of provinces and centrally-run cities (hereinafter collectively referred to as Ministries, sectors, and localities), units, organizations, and individuals concerned as stipulated by the Law on Standards and Technical Regulations. State agencies building internal standards for application within their activities may apply the regulations of Circular 27/2020/TT-BTC.
