Decree 27/2015/ND-CP stipulates the awarding of the titles 'People's Teacher' and 'Excellent Teacher' and was promulgated on March 10, 2015.
Decree 27/2015/ND-CP stipulates that the following principles must be adhered to when considering awarding the titles "People's Teacher" and "Meritorious Teacher":
- Ensure accuracy, fairness, transparency, democracy, and voluntariness in the consideration of awarding the titles "People's Teacher" and "Meritorious Teacher."
- The consideration of awarding the titles "People's Teacher" and "Meritorious Teacher" must focus on teachers directly engaged in nurturing and teaching; female teachers; and teachers working in areas with particularly difficult socio-economic conditions.

Additionally, the Decree also stipulates several responsibilities, rights, and obligations of individuals, agencies, and organizations involved in the consideration process as follows:
- Responsibilities of declaration and confirmation of achievements for consideration of the titles "People's Teacher" and "Meritorious Teacher":
- Teachers and educational administrators as stipulated in Clause 1, Article 2 of this Decree are responsible before the law for the accuracy of the information declared in the dossier;- Educational institutions and educational management agencies with teachers and educational administrators proposed for the titles "People's Teacher" and "Meritorious Teacher" must perform the consideration as stipulated in this Decree and are responsible for the accuracy of the dossiers submitted to higher councils.
- Rights and obligations of teachers and educational administrators awarded the titles "People's Teacher" and "Meritorious Teacher":
- Enjoy the benefits as prescribed by law;- Have the obligation to preserve the awarded artifacts; continue to promote ethical qualities, continuously improve knowledge and pedagogical skills, and be a role model for students and colleagues to follow.
Note: The titles "People's Teacher" and "Meritorious Teacher" are considered for awarding once every three years and announced on the occasion of the Vietnamese Teachers' Day on November 20.
