02 Forms of Organizing Emulation Movements in the Banking Sector

This is the notable content promulgated in Circular 17/2019/TT-NHNN of the State Bank of Vietnam guiding the emulation and commendation work in the banking sector.

Methods of organizing emulation movements in the Banking sector are arranged according to the forms stipulated in Article 6 of Circular 17/2019/TT-NHNN Circular 17/2019/TT-NHNN, as detailed below:

First, regular emulation is a form of emulation based on the functions and tasks assigned to collectives and individuals to organize the launch, aiming to perform daily, monthly, quarterly, and yearly tasks of the agency, organization, or unit well. The subjects of regular emulation are individuals within a collective, collectives within the same agency, organization, or unit, or between agencies, organizations, units with similar functions, tasks, and job nature.

The organization of regular emulation movements must clearly define the purpose, requirements, goals, specific targets, and be implemented at agencies, organizations, units, or according to Emulation Block, Cluster to launch emulation movements, signing emulation covenants. At the end of the working year, the head of the agency, organization, unit, Head of the Emulation Blocks, Clusters, shall summarize and evaluate emulation titles.

Second, thematic (or periodic) emulation is a form of emulation aimed at performing key tasks or a focused field identified within a certain period or organizing emulation to strive to complete the key, unexpected, urgent tasks of the agency, organization, unit. Units only launch thematic (or periodic) emulation when the time, purpose, requirements, targets, content, and implementation solutions have been clearly defined.

Thematic emulation is organized within the Banking sector; upon summarizing emulation movements from 3 years or more, units select outstanding collectives and individuals for commendation or propose the highest commendation, “The Prime Minister's Certificate of Merit." For 5 years or more, propose the highest commendation is “Third-class Labor Medal.”
