Recently, the Government of Vietnam issued Decree 221/2013/ND-CP regulating policies on the application of administrative handling measures for rehabilitation center.

Under Decree 221/2013/ND-CP, it is stipulated that trainees are eligible for a reduction in the compulsory rehabilitation period, temporary suspension, or exemption from the remaining period at the rehabilitation center if:
- A trainee who shows significant improvement is one who strictly adheres to the rules, regulations, and detoxification procedures at the facility, actively participates in labor, studies, and communal activities at the facility, and is recognized by the Reward and Discipline Council of the rehabilitation center (hereinafter referred to as the Council).
- A trainee who has meritorious achievements is one who bravely saves lives, saves state or collective property, or the property of others, and is rewarded by the Director of the rehabilitation center; has valuable technical innovations recognized by competent provincial-level or higher authorities; has exceptional achievements in the mass movement to protect the national security and is awarded certificates of merit by the Police or the People's Committee at the district level or higher;
The application dossier includes:
- A recommendation letter from the Director of the rehabilitation center;
- A list of trainees proposed for reduction, temporary suspension, or exemption from the remaining period;
- Minutes of the Council's meeting;
- Monthly assessment and performance results of the group or team and individual achievements of each proposed trainee;
- Certification from a hospital regarding the health status of seriously ill patients, terminally ill patients, or pregnant women.
