Digital signature authentication service is a service provided by an organization that offers digital signature certification to authenticate the signatory of a data message, ensuring non-repudiation by the signatory and the integrity of the signed data message.
(Clause 14, Article 3 of the Law on Electronic Transactions 2023)
According to Article 34 of Decree 68/2024/ND-CP, the responsibilities for deploying, managing, and using the digital signature authentication service for civil service are as follows:
The heads of agencies and organizations, including the Office of the Central Committee of the Communist Party of Vietnam and subordinate advisory and assisting bodies, the Ethnic Council and committees of the National Assembly, the Office of the National Assembly, the Office of the President, ministries, ministries equivalent agencies, governmental agencies, the Supreme People's Procuracy, the Supreme People's Court, the State Audit, central bodies of mass organizations, provincial and city Party Committees under the Central Committee, Provincial and City People's Councils and People's Committees, and other organizations as designated by competent authorities, have the responsibility to:
Develop and promulgate regulations and frameworks for managing and using official digital signatures, digital signature certificates, secret key storage devices, and digital signature authentication services within their jurisdiction;
Annually report on the status of managing, deploying, and using official digital signatures, digital signature certificates, secret key storage devices, and digital signature authentication services; simultaneously develop plans and usage requirements for the following year for subscribers under their management according to guidelines from the Government Cipher Committee;
Manage, guide, and inspect subscribers in the deployment, management, and use of official digital signatures, digital signature certificates, secret key storage devices, and digital signature authentication services under their jurisdiction;
Organize training and workshops for deploying and using official digital signatures, digital signature certificates, secret key storage devices, and digital signature authentication services for subscribers under their jurisdiction;
Coordinate with the digital signature authentication service Provider for civil service to support the registration, management, and use of official digital signatures, digital signature certificates, secret key storage devices, and digital signature authentication services for subscribers under their jurisdiction; organize the renewal, modification of certificate information, and restoration of secret key devices for subscribers as needed.
The individuals specified in Clause 1, Article 34 of Decree 68/2024/ND-CP may delegate these responsibilities to subordinate functional agencies for implementation of the tasks specified in points a, b, c, d, and e of Clause 1, Article 34 of Decree 68/2024/ND-CP.
