1. An increase of 7.4% of pensions and social insurance benefits for some subjects

Effective from March 15, 2022, Circular 37/2021/TT-BLDTBXH guiding the adjustment of 7.4% increase in pension, social insurance allowance and monthly allowance for the following subjects enjoying pension, social insurance allowance and monthly allowance before January 1, 2022:

- Cadres, civil servants, workers, public employees and employees (including those who have time to participate in voluntary social insurance, retirees from Nghe An farmer's social insurance fund transferred under Decision No.  41/2009/QD-TTg ; soldiers, people's police and cipher workers who are receiving monthly pensions.

- Officials of communes, wards and townships specified in Decree  92/2009/ND-CP , Decree  34/2019/ND-CP , Decree  121/2003/ND-CP  and Decree  09/1998/ND- CP  is enjoying pension, monthly allowance.

- Persons who are receiving monthly allowance for loss of working capacity as prescribed by law; people who are receiving monthly allowance under Decision  91/2000/QD-TTg , Decision  613/QD-TTg ; rubber workers are enjoying monthly allowance under Decision 206-CP.

Accordingly, the pension, social insurance allowance, and monthly allowance from January 1, 2022 of the above subjects is equal to (=) the pension, social insurance allowance, and allowance in December 2021. multiply (x) 1.074.

2. Increase the monthly allowance for commune-level officials who have quit their jobs

Circular 2/2022/TT-BNV  guiding the adjustment of the monthly allowance from January 1, 2022 for commune, ward and township officials who have quit will take effect from March 15 2022.

Accordingly, from January 1, 2022, an increase of 7.4% of the monthly allowance above the level of allowance enjoyed at the time of December 2021. Specifically, the monthly allowance to be enjoyed from January 1, 2022 (rounded) for the elderly and weak commune-level cadres who have retired is adjusted as follows:

- For cadres who are former Secretary of the Party Committee, Chairman of the Commune People's Committee: VND 2,473,000/month;

(Previously the rate was 2,116,000 VND/month)

- For cadres who are former Deputy Secretary, Vice Chairman, Standing Party Committee member, Secretary of the People's Committee, Secretary of the Commune People's Council, Commune Team Leader, and Chief of the Commune Police: VND 2,400,000/month;

(Previously the rate was 2,048,000 VND/month)

- For the remaining titles: 2,237,000 VND/month.

(Previously the rate was 1,896,000 VND/month)

Thus, from January 1, 2022, old and weak commune-level cadres who have quit their jobs can enjoy a minimum allowance of VND 2,237,000/month and a maximum of VND 2,473,000/month.

3. More goods are exempt from quality inspection upon import

The Government issued  Decree 13/2022/ND-CP  amending and supplementing  Decree 132/2008/ND-CP ,  Decree 74/2018/ND-CP  detailing a number of articles of the Law on Product Quality, goods, effective from March 15, 2022.

Accordingly, additional products and goods on the list of products and goods that are likely to cause unsafety (group 2 products and goods) are exempted from quality inspection when imported into point k, clause 7 of Article 7.  Decree 132/2008/ND-CP  includes:

- Raw materials, supplies and samples for processing for foreign countries or for the production of goods for export; (Currently raw materials, supplies, samples for processing for foreign traders)

- Raw materials for the production of goods for domestic consumption and circulation in the market in case the goods have been quality controlled according to the respective national technical regulations (except for materials imported for use in the production of fertilizers). fertilizers, pesticides, animal feed, aqua feed, livestock waste treatment products, aquaculture environment treatment products and spare parts, components, components and systems of means of transport belonging to group 2) products and goods. (New content added)

In addition, to amend and supplement point p, clause 7, Article 7  of Decree 132/2008  as follows:

Other goods for non-commercial purposes (non-commercial type)  according to the decision of the Minister of industry or field management  (currently according to the provisions of law).

4. General criteria for awarding the title of good teacher in the National Defense Force

This is a remarkable content in   Circular 13/2022/TT-BQP stipulating the consideration and recognition of the title of Excellent Lecturer and Excellent Teacher in the Ministry of National Defense.

Accordingly, in order to be considered for the award of the title of excellent teacher, it is necessary to meet the following criteria:

- In terms of quality, politics and ethics:

+ Having strong political will, absolute loyalty to the Fatherland, People, Party and State;

+ Having good moral qualities, exemplary, clean and healthy lifestyle, which is trusted by the school, faculty and students by the collective;

+ During the school year, officers will be assessed and classified as having successfully completed their tasks or higher;

- Academic level:

Reaching the educational level according to current regulations for current positions and titles, possessing a diploma in training for lecturers, teachers, etc. as prescribed.

 - About teaching:

+ Reach the norm of standard teaching hours of the school year for teachers in the army according to regulations;

+ Having directly taught for 3 years or more before submitting the application for recognition of good teachers;

+ Student's learning results by the teacher assigned to teach the course or subject in the school year: 90% or more meet the requirements, of which 50% are good or good;...

- Reach the norm on scientific research of the school year for teachers in the army according to the regulations of the National Defense.
