Online application for participation in voluntary social insurance, provisions on documents proving residence when stopping the use of physical household registration books, etc. are notable policies coming into force from the beginning of January, 2023 (January 01 - 10, 2023).
1. Documents proving residence when physical household registration books are no longer used
The Government has promulgated the Decree No. 104/2022/ND-CP dated December 21, 2022 providing amendments to Decrees on submission and presentation of household registration books and temporary residence registration books when following administrative procedures and providing public services, which is coming into force from January 01, 2023.
Accordingly, the following documents shall be used to prove the residence in place of physical household registration books, including:
- Citizen Identity Card;
- ID card;
- Certificate of residence-related information;
- Notice of personal identification number and citizen's information on the National population database.
When physical household registration books are no longer used, citizen’s information may be searched for adopting the following methods:
- Personal information may be searched and obtained using functions of ministerial- or provincial-level information systems for handling administrative procedures which have been connected to the National population database or the National public service portal;
- Personal information may be searched using electronic identity account shown on VNeID application;
- Information may be obtained using reader devices connected online with the National population database, including QRCode readers or readers of chips embedded on chip-based citizen identity cards;
- Information may be searched and obtained adopting other methods as prescribed in specialized laws.
2. 04 Laws coming into force from January 01, 2023
The following 04 Laws officially come into force from January 01, 2023, including:
- The 2022 Law on amendments to the Law on intellectual property;
- The 2022 Law on mobile police forces;
- The 2022 Law on insurance business;
- The 2022 Law on cinematography.
Pursuant to The 2022 Law on insurance business, the following entities are licensed or permitted to provide insurance services and produces online:
- Insurance companies, branches of foreign non-life insurance companies, mutuals providing microinsurance products;
- Insurance agents;
- Insurance brokerage companies.
3. Online application for participation in voluntary social insurance from January 01, 2023
Vietnam Social Security has promulgated the Decision No. 3511/QD-BHXH dated November 21, 2022 introducing process of online application for participation in voluntary social insurance on the public service portal under the Decision No. 422/QD-TTg on approval for list of online public services integrated and provided on the National public service portal in 2022.
Accordingly, from January 01, 2023, the online application for participation in voluntary social insurance may be submitted in the following cases:
- First application for participation in voluntary social insurance;
- Transfer from compulsory social insurance to voluntary social insurance;
- Continued participation in voluntary social insurance according to the registered method and contribution rate.
- Re-registration of contribution method and monthly income as the basis for making voluntary social insurance contribution as registered.
4. Addition of pay grades for officials working in banking sector
This content is provided in the Circular No. 14/2022/TT-NHNN dated October 31, 2022 prescribing codes, professional standards and pay grades of officials working in banking sector.
Accordingly, from January 01, 2023, the pay grade for Monetary – Vault Employee is added with the following professional standards:
- Have a thorough grasp of knowledge about policies and regulations on management of cash accounts, vault and budget of the State Bank of Vietnam (SBV);
- Have a thorough grasp of SBV’s regulations on recall and exchange of ripped, torn, damaged or substandard paper money;
- Be proficient in classifying money, differentiating between real and counterfeit money; regulations and business processes for inventory, counting, packing, delivery and receipt of money; procedures for cash payment and cash management;
- Be able to instruct clients to strictly comply with procedures for receiving and handling cash for deposits at banks;
- Be proficient in using banknote counters and other supporting devices.
The Circular No. 14/2022/TT-NHNN is coming into force as from January 01, 2023 and supersedes the Circular No. 12/2019/TT-NHNN.
