Cases ineligible for providing or organizing private tuition from February 14, 2025; insurers not picking up hotlines to be fined up to 50 million VND from February 15, 2025; imports sent via express delivery services to be subject to VAT; etc., are notable policies that will be covered in this bulletin.
On December 30, 2024, the Minister of Education and Training of Vietnam promulgated Circular No. 29/2024/TT-BGDDT on private tuition, which stipulates cases ineligible for providing or organizing private tuition, including:
- It is prohibited to organize private tuition for primary school students, excluding cases of advanced training in arts, sports, gymnastics, and life skills.
- Any teacher teaching at a school shall not provide paid private tuition outside of the school for students under his/her management according to the school’s educational plan.
- Teachers of public schools shall not engage in the management of private tuition outside of schools but may provide private tuition outside of schools.

On December 30, 2024, the Government of Vietnam promulgated Decree No. 174/2024/ND-CP on penalties for administrative violations against regulations on the insurance business. According to the Decree, a fine ranging from 30.000.000 VND to 50.000.000 VND shall be imposed for failing to establish and maintain the operation of hotlines for timely receipt of information on accidents and losses and provision of instructions and answers for policyholders and relevant parties regarding issues concerning compulsory insurance according to the law.
According to Clause 3 Article 75 of Decree No. 67/2023/ND-CP, insurers shall establish and maintain the 24/7 operation of hotlines for timely receipt of information on accidents and losses and provision of instructions and answers for policyholders and relevant parties regarding issues concerning compulsory insurance and record the hotlines’ incoming calls to ensure the rights of the policyholders and the insured.

On January 3, 2025, the Government of Vietnam promulgated Decision No. 01/2025/QD-TTg on the whole annulment of Decision No. 78/2010/QD-TTg on the value of imports sent via express delivery services exempted from tax.
According to the Decision, the Prime Minister of Vietnam has decided to wholly annul Decision No. 78/2010/QD-TTg of the Prime Minister of Vietnam on the value of imports sent via express delivery services exempted from tax.

On December 30, 2024, the Minister of Education and Training of Vietnam promulgated Circular No. 30/2024/TT-BGDDT on regulations on lower secondary and high school enrolment. According to the Circular, the high school enrolment procedure shall be carried out as follows:
- Presidents of People’s Committees of provinces and cetral-affilaited cities (hereinafter referred to as “provincial People’s Committees”) shall approve high school enrolment plants. A high school enrolment plan shall include the following fundamental contents: enrolment candidates; enrolment targets and areas; enrolment method; direct, prioritized, and encouraged admission regulations; time of assessment and announcement of the enrolment results. High school enrolment plans shall be announced by March 31 every year.
Regarding high schools of the Ministry of Education and Training of Vietnam, universities, colleges, and research institutes, high school enrolment plans shall be decided by the Minister of Education and Training of Vietnam, Directors of universities, Principals of colleges, and Directors of research institutes after reaching agreements with the Departments of Education and Training where the schools are headquartered.
- According to the approved high school enrolment plans, high school enrolment councils shall develop and announce the enrolment plans of schools; organize enrolment registration, and receive and prepare enrolment registration content.
- High school enrolment councils shall organize the enrolment following the approved enrolment plans and propose lists of admitted students to the Principals of schools for presentation to the Directors of Departments of Education and Training for approval.
Regarding high schools of the Ministry of Education and Training of Vietnam, universities, colleges, and research institutes, the lists of admitted students shall be approved by the Minister of Education and Training of Vietnam, Directors of universities, Principals of colleges, and Directors of research institutes.
