Amendments to several construction norms; Decree on social work, effective as of October 15, 2024; etc., are notable policies that will be covered in this bulletin.
On August 30, 2024, the Minister of Construction of Vietnam promulgated Circular No. 09/2024/TT-BXD on amendments to the construction norms prescribed in Circular No. 12/2021/TT-BXD.
According to the Circular, amendments to construction norms promulgated in Circular No. 12/2021/TT-BXD are as follows:
- Construction estimate norms;
- Technology machinery and equipment installation estimate norms;
- Construction repair and maintenance estimate norms;
- Construction material use norms;
- Construction project management and counseling cost norms.

On August 30, 2024, the Minister of Construction promulgated Circular No. 08/2024/TT-BXD on numbering and installation of number plates of houses and construction works.
Requirements for house numbering and plate installation:
- Ensure the accurate identification of house addresses and facilitate the receipt of information, communication, civil transactions, commercial transactions, and other transactions by organizations and individuals.
- Contribute to urban and rural beautification and enhance the efficiency and effectiveness of administrative management, population management, fire prevention, firefighting, security, and order, in accordance with the law.
- House numbering and plate installation must be consistent with the house addresses as stated in the application for a certificate of land use right, housing ownership right and other property on land.
- House numbering and plate installation must ensure the management of information and data on the addresses of organizations and individuals; ensure integration, connection, and sharing with the national population database, the national land database, and other relevant databases when required.

On August 30, 2024, the Government of Vietnam promulgated Decree No. 110/2024/ND-CP on social work.
- Social work principles:
+ Respect and promote selection rights and decision rights without discriminating against the values, beliefs, ideas, and lives of social work subjects, preventing impacts on legitimate rights and benefits of others.
+ Promote the adequate participation of social work subjects by assisting them in deciding and settling matters that affect lives.
+ Focus on strong points and utilize existing sources of social work subjects to promote the grant of rights.
+ Take responsibility for occupational activities concerning social work and ensure that social work subjects are provided with conformable and quality social work services.
+ Promote social equality and ensure the provision of sources equally and transparently according to the demands of social work subjects.
+ Respect diversity and prevent discrimination against the capability, age, gender, marital status, socio-economic situation, skin color, race, region, nationality, political viewpoint, belief, religion, and health characteristic of each social work subject.
+ Ensure that every issued decision brings the best benefit for social work subjects.
- Social workers are one of the following:
+ Officials, public employees, and employees engaging in social work in state management authorities and public service providers.
+ Social workers in units and providers of social work services concerning society, health care, education, justice, detention facilities, correctional institutions, and other fields according to the law.
+ Social workers in socio-political organizations, socio-vocational organizations, non-governmental organizations, associations, unions, enterprises, and other organizations according to the law.
+ Independent social workers.

On August 30, 2024, the Governor of the State Bank of Vietnam promulgated Circular No. 45/2024/TT-NHNN on the management and implementation of scientific and technological tasks of the State Bank of Vietnam.
According to the Circular, the classification of scientific and technological tasks of the State Bank of Vietnam is as follows:
- Ministerial scientific and technological tasks:
+ Ministerial scientific and technological tasks are important and essential for the development of the banking sector and the settlement of scientific and technological issues within the banking sector. Ministerial scientific and technological tasks include ministerial scientific and technological topics and schemes or other forms according to the law;
+ Ministerial scientific and technological topics are ministerial scientific and technological tasks aimed at promptly proposing scientific grounds and scientific and technological measures to settle actual issues in the banking sectors.
+ Ministerial scientific and technological schemes are ministerial scientific and technological tasks with research results that are proposals or draft mechanisms, policies, regulations, and legislative documents containing adequate theoretical and practical grounds to serve the development of mechanisms, policies, and laws concerning fields under the management of the State Bank of Vietnam.
- Grassroots-level scientific and technological tasks:
+ Grassroots-level scientific and technological tasks are tasks aimed at settling scientific and technological issues within the scope of tasks of units of the State Bank of Vietnam, including grassroots-level scientific and technological topics and schemes or other forms according to the law;
+ Grassroots-level scientific and technological topics are grassroots-level scientific and technological tasks with contents concerning the research on the nature and rule to propose solutions to scientific and technological issues in the banking sector within units of the State Bank of Vietnam for practical application to the operations of such units.
+ Grassroots-level scientific and technological schemes are tasks aimed at settling scientific and technological issues within the scope of tasks of units of the State Bank of Vietnam with the objectives of serving the creation of products and management processes and affecting the improvement of technological and managerial qualifications of units.
- Irregular scientific and technological tasks are aimed at researching the settlement of urgent issues posed by actual demands in the banking sector.
- Scientific and technological tasks with contents concerning state secrets, as prescribed in the Law on State Secret Protection and the list of state secrets concerning the banking sector promulgated by the Prime Minister of Vietnam, shall comply with the Regulation on State Secret Protection of the State Bank of Vietnam.
