New remarkable policies valid from the beginning of July 2024

10 Laws will take effect from July 01, 2024; subjects will be granted electronic identification (eID) accounts from July 01, 2024; etc. are new remarkable policies taking effect from the beginning of July 2024 (from July 01, 2024 to July 10, 2024).

1. There will be 10 Laws coming into force from July 01, 2024

From July 01, 2024, 10 Laws will be effective, including:

Law on Identification 2023;

Law on Internal Security Forces 2023;

Law on Credit Institutions 2024;

Law on Electronic Transactions 2023;

Law on Telecommunications 2023;

Law on Prices 2023;

Law on Protection of Consumers’ Rights 2023;

Law on Civil Defense 2023;

Law on Cooperatives 2023;

Law on Water Resources 2023.

2. Subjects will be granted eID accounts from July 01, 2024

On June 25, 2024, the Government of Vietnam promulgated Decree No. 69/2024/ND-CP on electronic identification and authentication, including subjects that will be granted eID accounts from July 1, 2024.

To be specific, Vietnamese agencies, organizations, citizens and foreign organizations and individuals residing in the territory of Vietnam are granted eID accounts as follows:

- Vietnamese citizens aged 14 and older who have unexpired citizen ID cards or ID cards will be granted Level 1 and Level 2 eID accounts.

Vietnamese citizens aged 6 through under 14 who have been issued ID cards will be granted Level 1 and Level 2 eID accounts at the request of citizens. Vietnamese citizens under 6 years of age who have been issued ID cards will be granted level 1 eID accounts at the request of citizens.

- Foreigners aged 6 and older who have been issued permanent residence cards or temporary residence cards to stay in Vietnam will be granted Level 1 and Level 2 eID accounts at the request of foreigners. Foreigners under 6 years of age who have been issued permanent residence cards or temporary residence cards to stay in Vietnam will be granted Level 1 eID accounts at the request of foreigners.

- Agencies and organizations that are established or successfully registered their operation in Vietnam will be granted eID accounts regardless of level.

3. There will be the official ID card template for children under 6 years of age from July 1, 2024

This is the content mentioned in Circular No. 16/2024/TT-BCA dated May 15, 2024 on the ID card template and ID certificate template issued by the Minister of Public Security of Vietnam.

According to the Circular, the Ministry of Public Security has publicly disclosed the official template of an ID card issued to each child under 06 years of age from July 01, 2024.

In particular, the information printed on the front and back of this ID card is as follows:

- Front side of the card: From left to right and from top to bottom: National emblem of the Socialist Republic of Vietnam; SOCIALIST REPUBLIC OF VIET NAM, Independence - Freedom - Happiness; IDENTITY CARD; electronic chip icon; Personal identification number (PIN); Full name; Date of birth; Sex; Nationality.

- Back side of the card: from top to bottom and from left to right:

+ Place of residence;

+ Place of birth;

+ Electronic chip;

+ Date of issue;

+ Date of expiry;

+ MINISTRY OF PUBLIC SECURITY;

+ MRZ.

4. Cases of discharge from internal security forces from July 1, 2024

The Minister of Public Security promulgated Circular No. 14/2024/TT-BCA dated April 22, 2024 elaborating the Law on Internal Security Forces 2023.

To be specific, cases of discharge from internal security forces from July 1, 2024 are as follows:

(i) For the case specified in Point a, Clause 3, Article 17 of the Law on internal security forces 2023: The commune-level police shall take the lead in receiving the application to resign from the force. Within 05 working days from the date of receipt of the application, the commune-level police shall cooperate with the Head of the village, the chief of the neighborhood, the chief of the Father Front's affair of the village/neighborhood in considering, preparing a document attached to the Report on applying for being discharged from the internal security force (Form No. 07 of the Appendix enclosed with Circular No. 14/2024/TT-BCA) and reporting to the Chairperson of the Commune-level People's Committee for consideration and decision;

(ii) For the cases specified in Points b, c and d, Clause 3, Article 17 of the Law on internal security forces 2023: The commune-level police shall take charge and cooperate with the Head of the village, the chief of the neighborhood, the chief of the Father Front's affair of the village/neighborhood in gathering information and documents, preparing a document attached to the Report on applying for being discharged from the internal security force (Form No. 07 of the Appendix enclosed with Circular No. 14/2024/TT-BCA) and reporting to the Chairperson of the Commune-level People's Committee for consideration and decision;

(iii) Within 05 working days from the date of receipt of the attached document of the commune-level police, the Chairperson of the Commune-level People’s Committee will consider deciding discharge from the internal security force (Form No. 08 of the Appendix enclosed with Circular No. 14/2024/TT-BCA) and assign the commune-level police to publicly post the decision at the offices of the People's Council, the People’s Committee and the commune-level police, and at cultural houses and community activity sites in the village/neighborhood.

Circular No. 14/2024/TT-BCA comes into force from July 01, 2024.
