New and notable policies of Vietnam taking effect in the end of June 2022

1. Supplement the regulations on extension of complaint settlement in the People's Public Security of Vietnam

This is the content mentioned in Circular 23/2022 /TT-BCA regulating the competence, order and procedures for settlement of complaints in the People's Public Security Forces.

According to this Circular, the following provisions on the extension of complaint settlement in the People's Public Security Forces are added:

Where the time limit for settling complaints has expired but the verification has not been completed, the complaint settlers in Vietnam shall:

- Decide in writing on the extension of complaint settlement in accordance with Articles 28, 37 and 50 of the Law on Complaints;

- At the same time, notify the complainant or his/her lawful representative in Vietnam.

The extension shall take place before the expiry of the time limit for settlement of complaints.

Circular 23/2022/TT-BCA takes effect from 30/6/2022 and replaces Circular 11/2015/TT-BCA dated 02/03/2015.

2. New point on agricultural premium support in Vietnam from June 24, 2022

The Prime Minister issued Decision 13/2022/QD-TTg on the implementation of agricultural insurance support policy in Vietnam, effective from June 24, 2022 to December 31, 2025.

This agricultural premium support policy has some new contents as follows:

- Additional insurance beneficiaries are supported with agricultural premiums in Vietnam, including:

+ Crops: Rice, rubber, pepper, cashew, coffee. (Add rubber, pepper, cashew, coffee)

+ Pets: Buffalo, cows, pigs. (Add piggyback)

+ Aquaculture: Prawns, white leg shrimp, Pangasius hypophthalmus. (Add Pangasius hypophthalmus)

- Changing the area supported with agricultural premiums in Vietnam as follows:

+ For rice trees, in provinces: Thai Binh, Nam Dinh, Nghe An, Ha Tinh, Binh Thuan, An Giang, Dong Thap.

+ For rubber trees, in provinces in Vietnam: Kon Tum, Gia Lai, Dak Lak, Binh Thuan, Binh Phuoc, Tay Ninh, Binh Duong, Dong Nai. (New content)

+ For coffee trees, in the provinces: Son La, Kon Tum, Gia Lai, Dak Lak, Dak Nong, Lam Dong, Binh Phuoc. (New content)

+ For pepper trees, in provinces: Gia Lai, Dak Lak, Dak Nong, Binh Phuoc, Dong Nai, Ba Ria - Vung Tau. (New content)

+ For cashew trees, in provinces in Vietnam: Gia Lai, Dak Lak, Lam Dong, Binh Thuan, Binh Phuoc, Dong Nai. (New content)

+ For buffaloes and cows in provinces and centrally run cities: Ha Giang, Vinh Phuc, Hanoi, Thanh Hoa, Nghe An, Binh Dinh, Gia Lai, Dak Lak, Lam Dong, Dong Nai, Binh Duong. (Add Gia Lai, Dak Lak, Lam Dong)

+ For pigs, in provinces and centrally run cities in Vietnam: Bac Giang, Hanoi, Thai Binh, Nam Dinh, Thanh Hoa, Nghe An, Binh Dinh, Dak Lak, Dong Nai. (New content)

+ For prawns, white leg shrimp, fish, in the provinces: Ben Tre, Tra Vinh, Soc Trang, Bac Lieu, Ca Mau.

3. Guidance on supporting small and medium enterprises in Vietnam

The implementation dossier for support for small and medium-sized enterprises is guided in Circular 06/2022 /TT-BKHDT guiding Decree 80/2021 /ND-CP detailing and guiding the implementation of a number of articles of the Law on support for small and medium-sized enterprises.

According to this Circular, agencies and organizations supporting small and medium-sized enterprises in Vietnam to support small and medium-sized enterprises in Vietnam in accordance with Article 32 of Decree 80/2021 /ND-CP on dossier preparation include:

- Declaration according to the form specified in Appendix 1 issued together with Decree 80/2021/ND-CP, specifying the contents and budget level of the supplier's request for assistance and quotation (if any).

- Documents and dossiers related to the contents of supporting proposals:

+ Documents identifying small and medium-sized enterprises in Vietnam with innovative start-ups specified in Clauses 1 and 2, Article 14 of this Circular;

+ Identify small and medium-sized enterprises in Vietnam participating in industry clusters and value chains in the field of production and processing specified in Articles 16 and 17 of this Circular;

+ Other attached documents (if any).

Circular 06/2022 /TT-BKHDT takes effect from June 25, 2022 and replaces Circular 05/2019/TT-BKHDT dated March 29, 2019 and Circular 06/2019/TT-BKHDT dated March 29, 2019.

4. Teaching and practical equipment on fire prevention and fighting with universities and universities in Vietnam

This is the content mentioned in Circular 06/2022/TT-BGDDT guiding the equipping of knowledge and skills on fire prevention and fighting and rescue for students in educational institutions in Vietnam, effective from June 26, 2022.

According ti this Circular, teaching equipment and practice on fire prevention and fighting with universities, academies, universities and teacher training colleges are as follows:

- Arrange a physical training area at home (Multi-purpose house) or outdoors in Vietnam.

- Have model equipment or images of the systems (Automatic or semi-automatic fire alarm; fire hydrant system inside and outside the house; fire water supply inside the house, fire hydrant outside the house).

- Have fire extinguishing facilities (portable fire extinguishers, steering wheel, faucets, fryers, sand and similar facilities and equipment; gas trays, gas cylinders, petrol, oil, hats, protective gloves).

- Have basic means of rescue and rescue practice in Vietnam (respirators, towels, wet cloths, bandages, gauze, splints, stretchers and similar means and equipment).
