Circular 11/2022/TT-BTC amending and supplementing Circular 265/2016/TT-BTC stipulating the collection rate, collection payment, management and use of fees for issuing licenses to use radio frequencies electricity and radio frequency usage fees, effective from May 1, 2022.
According to the Circulation, additional cases where the fee payer is entitled to free use of radio frequencies are specified as follows:
- Radio stations placed on fishing vessels; satellite terminals serving the purpose of monitoring fishing vessels; radio equipment operating on the bands planned for fishing vessels placed on board ships.
(Currently, only radio stations placed on fishing vessels are specified.)
- Standby transmitters with the same transmitting frequency, same antenna position, and ERP transmitter power less than or equal to the licensed primary transmitter.
In addition, the fee-payer shall be exempted from the fee for issuing a license to use radio frequencies in the following cases:
- Radio stations placed on fishing vessels.
- Satellite terminals serve the purpose of monitoring fishing vessel journeys.
Circular 21/2021/TT-BNNPTNT prescribing classification of timber processing and exporting enterprises effective from May 1, 2022.
According to the Circular in Vietnam, Timber processing and exporting enterprises shall submit applications for enterprise classification to receiving authorities adopting one of the following methods:
- Online submission: Enterprises shall access and follow application instructions given on the enterprise classification system (on www.kiemlam.org.vn).
- Direct submission:
+ The enterprise that does not apply the enterprise classification system shall submit an application for enterprise classification either in person or by public postal service or by post to the receiving authority.
+ The receiving authority shall input information about the received application to the enterprise classification system, notify the enterprise of application receipt using Form No. 02 in Appendix I enclosed herewith, and retain the application in accordance with regulations of law.
Circular 15/2022/TT-BTC stilupates the management and use of non-business funds for the implementation of the National Target Program on Socio-Economic Development in ethnic minority and mountainous areas during the period 2021-2030, phase I: from 2021 to 2025, effective from May 1, 2022.
Specifically, support for ethnic minority women with specific difficulties in giving birth in accordance with the population policy: up to 03 million VND/mother.
According to Article 4 of Decree 104/2003/ND-CP, the objectives of the population policy are to maintain that each couple has one child or two children in order to stabilize the population size, ensure the population structure and rational population distribution, to raise the population quality.
In addition, according to Decree 39/2015/ND-CP, women who are ethnic minorities give birth to one or two children in accordance with the population policy.
Thus, based on the above regulations, women who are ethnic minorities with specific difficulties giving birth to 1-2 children are supported with up to 03 million VND/mother.
The Government promulgates Decree 22/2022/ND-CP amending and supplementing Decree 32/2012/ND-CP on the export and import management of cultural products for non-commercial purposes.
According to the Decree, the time limit for granting permit and assessing imported imported cultural products for non-commercial purposes is specified as follows:
- Within 2 working days after receiving a valid dossier, the licensing authority must grant a permit.
For film cultural products: Within 03 working days after receiving a valid dossier, the licensing authority must grant a permit. (Additional point)
- The maximum time for assessment of imported cultural products is not more than 12 working days.
For film cultural products, the time limit for film evaluation is 12 working days from the date the organization provides the film copy. (Additional point)
Decree 22/2022/ND-CP takes effect from May 10, 2022.
