1. Retirement of defense officers' regimes

Effective from April 15, 2022,   Decree 19/2022/ND-CP  stipulates regimes and policies for defense officers who resign as follows:

(1) To enjoy social insurance and other benefits (if any) in accordance with current law.

(2) To be entitled to a one-time allowance, for each working year, workers and employees shall be entitled to an allowance equal to 01 month's salary of the month preceding their termination of work, and employees and employees shall be managed by agencies, units and enterprises under the Ministry of National Defense for each working year. defense position before resigning to pay.

(3) In case a defense worker or public employee has quit his job and returned to the locality within no more than 01 year from the effective date of the decision on resignation, the following regimes shall be applied:

- If they are recruited to work at agencies and organizations receiving salaries from the state budget: They are entitled to the regime of changing industries; reimbursement of the lump-sum allowance and lump-sum social insurance allowance (received).

- If recruited to work at enterprises or units that do not receive salary from the state budget but wish to reserve the time of payment of social insurance: Refund the one-time social insurance allowance (received).

2. Appointment, salary arrangement of lecturers only need 01 certificate of training CDNN

This is a remarkable content in Circular 04/2022/TT-BGDĐT  amending regulations on codes, standards for professional titles, appointment and salary arrangement for teaching staff in higher education institutions. public, effective from April 19, 2022.

Specifically, the new regulation allows all three classes of lecturers to have the same conditions of "having a certificate of training according to the professional title standards of lecturers", in which:

- For lecturers who teach at public pedagogical colleges, the same conditions are met: a certificate of training according to the professional title standards of a teacher of a pedagogical college.

- For lecturers who teach at public higher education institutions, the same conditions are met: a certificate of training according to the professional title standards of university lecturers.

(Compared to the current one, the requirement to have a training certificate is removed according to the professional title standards of lecturers for each class)

3. Conditions for importing rice from Cambodia with special preferential tax rates

Circular 06/2022/TT-BCT  stipulating import tariff quotas for rice and dried tobacco leaves originating from Cambodia and entitled to special preferential import tax rates when imported into Vietnam in 2018. year 2022, effective April 15, 2022.

Accordingly, rice products imported from Cambodia to enjoy special preferential import tax rates must meet the following conditions:

- Have a Certificate of Origin, form S (C/O form S) issued by the Ministry of Commerce of the Kingdom of Cambodia or an authorized agency according to the regulations of the Cambodian side;

- Carry out import customs procedures at the pairs of border gates specified in Appendix II issued together with  Circular 06/2022/TT-BCT .

In addition, the total amount of tariff quotas imported in 2022 from Cambodia with rice of all kinds (including brown rice; Hom Mali rice and others) enjoy a special preferential tax rate: 300,000 tons of rice/year (if it is paddy, the conversion rate is 2 kg of paddy = 1 kg of rice).

4. Labor classification standards according to working conditions

The Ministry of Labor, War Invalids and Social Affairs issued  Circular 29/2021/TT-BLDTBXH stipulating standards for classifying labor according to working conditions.

Accordingly, the classification of workers according to working conditions is based on the results of assessment and determination of working conditions according to the methods specified in  Circular 29/2021/TT-BLDTBXH , specifically there are different types of conditions. the following employees:

- Occupations and jobs with working conditions classified as Class I, II, III are occupations, jobs that are not arduous, non-hazardous and not dangerous.

- Occupations and jobs with working conditions classified as IV are heavy, hazardous and dangerous occupations and jobs.

- Occupations and jobs with working conditions classified as V, VI are particularly heavy, hazardous and dangerous occupations and jobs.

The method and process for determining working conditions are implemented according to the guidance in Circular 29/2021 , the organization assessing working conditions must be an organization that is eligible for environmental monitoring activities according to the Law on Safety, occupational hygiene .

Circular 29/2021/TT-BLDTBXH  takes effect from April 15, 2022.
