On January 3, 2023, the Supreme People's Court of Vietnam issued Directive 01/2023/CT-CA on the implementation of key tasks of the Court's work in Vietnam 2023.

1. 100% of judges must use and interact with Virtual Assistant software by 2023 in Vietnam

In 2023, it is guaranteed that 100% of judges must use, interact with, and contribute at least 1 question and answer to the Virtual Assistant software.

In addition, the tasks for the Courts at all levels in striving and exceeding the targets and requirements of the National Assembly as well as of the Supreme People's Court are as follows:

- Ensuring 100% of cases are resolved within the statutory time limit. In which, the settlement and trial reach 90% or more for criminal cases; 85% or more for civil cases and matters; and 65% or more for administrative cases;

99% or more for requests for consideration and application of administrative handling measures at the Court; reaching 60% or more for applications for cassation or reopening procedures.

- Ensuring 100% of court judgments and decisions are issued within the statutory time limit (including decisions to execute criminal judgments for 100% of people sentenced to prison terms, convicted commercial legal entities).

- Ensuring that the involved parties' decision to recognize the agreement is not canceled or modified in accordance with cassation procedures.

- Reducing the number of judgments and decisions that are canceled or modified for subjective reasons; ensuring that the total number of judgments and decisions that are canceled or modified for subjective reasons does not exceed 1.5% of the total number of resolved cases.

- Successful civil, marriage and family, business, commercial, labor, and administrative conciliation and dialogue in accordance with the provisions of the Law on mediation or dialogue at the Court;The Civil Procedure Code, the Law on Administrative Procedures at district-level People's Courts reach 50% or more; at the People's Court of the province at 5% or more.

- Organizing an online court session to try at least two cases against the district-level People's Court, three cases against the provincial People's Court, and five cases against the High People's Court.

- Judges of the people's courts of districts, provinces, and senior levels must preside over at least 1 court session to learn from experience.

- Ensuring that in cases of publication, 100% of judgments and decisions are posted on the court's web portal.

- Proposing legally effective judgments or decisions as a source for developing precedents of at least one judgment or decision for the People's Court of the province, the Military Court of the military zone, and the equivalent; three judgments and decisions of the Supreme People's Court, and the Supreme People's Court Department of Inspection Director.

2. Accelerating digital transformation - reforming administrative and judicial procedures in Courts

- Improving the use of information technology in the Court; completing and implementing application software in the Court's operations as soon as possible.Promote the integration and sharing of online public services of the People's Court on the National Public Service Portal.

Effectively building and operating the Electronic Court, Court Management System, Virtual Assistant, monitoring and operating system according to the set plan and schedule. Effectively implementing the integrated case management system supported by the Supreme Court of Korea to promote the digital transformation of courts as well as speed up the process of building electronic courts.

- Stepping up administrative reform, strengthen the implementation of administrative procedures through online public services and the single-window, and interlinked single-window department; implementing solutions to improve work efficiency; publicizing and transparently operating the Court's activities, and creating favorable conditions for people when handling work at the Court;

Contributing to building the image of a Court that is friendly, close to the people, understands the people, helps the people and students, and is a support for the people in defending justice, protecting human rights and citizens' rights.

Implementing uniformly, synchronously, and effectively Circular 01/2022/TT-TANDTC stipulating the assignment of judges to handle and adjudicate cases and cases under the jurisdiction of the Court.
