Annually, officials and public employees will be organized for evaluation and quality classification. So what are the points to note for the evaluation and classification of officials and public employees in Vietnam at the end of this year?

1. The latest evaluation and classification criteria for officials and public employees in Vietnam applicable from August 20, 2020

On August 13, 2020, the Government of Vietnam issued ND-CP 90/2020/ND-CP on evaluating and classifying the performance quality of officials and public employees. This Decree takes effect from August 20, 2020. From this point onward, the evaluation and classification of officials and public employees shall be conducted according to the new criteria specified in ND-CP 90/2020/ND-CP.

According to ND-CP 90/2020/ND-CP, the results of the evaluation and classification of officials and public employees' quality as prescribed in this Decree shall serve as a basis for the evaluation and classification of party members.

Additionally, teachers who are public employees must also be evaluated and classified according to the new criteria in ND-CP 90/2020/ND-CP.

2. The annual evaluation and classification timeline for officials and public employees in Vietnam

The evaluation and classification of officials and public employees for the year 2020 shall be conducted according to the provisions of ND-CP 90/2020/ND-CP of the Government of Vietnam. Article 20 of this Decree stipulates that the evaluation and classification of officials and public employees be conducted before December 15 each year, prior to the evaluation and classification of party members and the annual summary of emulation and commendation work of the agency, organization, or unit.

For public service providers operating in the fields of education and training, and some other sectors where the work year ends before December each year, the head of the public service provider decides the timeframe for the evaluation and classification of public employees.

Previously, according to ND-CP 56/2015/ND-CP, amended and supplemented by ND-CP 88/2017/ND-CP, the evaluation and classification of officials and public employees were conducted in December each year, before the annual emulation and commendation review.

Thus, in 2020, officials and public employees will be evaluated before December 15, 2020, instead of in December as previously regulated. Specifically, for public employees who are teachers, the principal will decide the evaluation period since their work year ends before December each year.

3. The process and procedures for evaluating and classifying officials and public employees in Vietnam

The evaluation and classification of officials and public employees shall be conducted according to ND-CP 90/2020/ND-CP. 4. Using the evaluation results of officials and public employees in Vietnam

The results of the evaluation and classification of officials and public employees serve as a basis for arranging, utilizing, training, fostering, promoting or upgrading professional titles, planning, appointing, dismissing, transferring, rotating, seconding, rewarding, disciplining, evaluating and classifying the quality of party members, and implementing other policies for officials and public employees.

It is evident that the results of the evaluation and classification of officials and public employees' quality are very important as they are used as a basis for making decisions that significantly affect the positions and titles of the officials and public employees.
