1. Subjects of application

The list and periodical time limit for changing working positions specified in Circular 3/2022/TT-BNV apply to:

Civil servants who do not hold leadership or managerial positions, and public employees who directly deal with and handle affairs in the field of personnel organization at public agencies, organizations and non-business units within the scope of their management competence. management of the People's Committees of the provinces and centrally-run cities.

2. List of working positions in the field of organization and staff that must be transformed

According to Article 2 of Circular 3/2022/TT-BNV , the list of working positions in the field of organization and staff that must undergo periodic transformation includes:

(1) Appraisal of personnel to submit to competent authorities for appointment, transfer, rotation, training and retraining of cadres, civil servants and public employees.

(2) Organize recruitment of civil servants; exam to raise the rank of civil servants; Examination for promotion of public employees' professional titles.

(3) Appraise documents to submit to competent authorities for approval on organizational structure and payroll.

(4) Appraisal of projects on new establishment, rearrangement of agencies, organizations, units and state-owned enterprises, non-governmental organizations, professional associations.

(5) Appraisal of dossiers of application for new establishment, import, division and adjustment of administrative boundaries at all levels.

(6) Appraisal of dossiers to submit to competent authorities to decide forms of emulation, commendation and discipline.

(7) Allocate training targets and budgets.

(8) Manage and implement the salary regime for public servants and employees.

3. Periodic time limit for changing working positions in the field of organization and staff

In Article 3 of Circular 3/2022/TT-BNV , it is stipulated as follows:

The time limit for periodically changing working positions for civil servants and public employees who directly contact and handle the work mentioned in Section 1 is from 3 to 5 years .

Circular 3/2022/TT-BNV takes effect from June 1, 2022 and annuls Decision 05/2008/QD-BNV dated November 26, 2008.
