(1) Having at least 05 years of working in a position that requires a university degree or higher in accordance with the requirements of the job position to be recruited and having paid compulsory social insurance (excluding training time). If you have a period of work for which compulsory social insurance payment is not continuous but you have not received a lump-sum social insurance allowance, it will be accumulated), including:

- Public employees working at public non-business units;

- Commune-level officials;

- People who receive salaries in the people's armed forces, people who work in cipher organizations but are not civil servants;

- Chairman of the Board of Directors, Chairman of the Board of Directors, President of the Company, Member of the Board of Directors, Member of the Board of Directors, Supervisor, General Director, Deputy General Director, Director, Deputy Director, Chief accountants and those holding managerial positions and titles from the departmental level or higher in:

+ Enterprises in which 100% of charter capital is held by the State of Vietnam;

+ Enterprises in which the State holds more than 50% of charter capital or total voting shares;

(2) Persons who used to be officials from the district level or higher and then transferred or rotated by competent authorities to hold working positions are not officials at agencies and other organizations.

(3) Regular university graduates who are valedictorians at domestic training institutions; people who have graduated from university or graduate school with excellent or excellent grades abroad according to the State's policy of attracting talents.

Proposer's profile

* For the case of being accepted as a civil servant, the dossier includes:

- A curriculum vitae made according to the form issued by the Ministry of Home Affairs, certified by the agency he/she works for, within 30 days from the date of submitting the application;

- A health certificate issued by a competent health authority within 3 months, up to the date of application submission;

- Conclusion on political standards of the competent authority;

Self-review and assessment of the person proposed to receive on political qualities, ethics, lifestyle, qualifications and professional capacity, professional skills, working history and other forms of reward achieved, with comments and certifications from the head of the agency he/she works for.

* In case of receiving or appointing the title of leader or manager from the departmental level or higher, the dossier shall comply with the regulations of the Party, the State, and the Supreme People's Procuracy of Vietnam.
