Evaluation and Classification Form for Officials and Public Employees
According to the regulations in Decree 56/2015/ND-CP and Guidance 1326/HD-UBDT, officials and public employees are evaluated and classified at the level of not completing tasks in the following cases:
1. For officials:
When any of the following criteria are met, the official is classified and evaluated at the level of not completing tasks:
- Failing to implement or violating the policies, guidelines, and laws of the Communist Party or the State, leading to strict criticism or disciplinary action by the competent authority as per regulations;
- Violating discipline, regulations, or working rules of the agency, organization, or unit;
- Allowing disunity within the agency, organization, or unit under their responsibility, which leads to discipline, though not reaching the level of the highest form of disciplinary action;
- Leadership, direction, and management of the assigned agency, organization, or unit are evaluated as not completing tasks;
- Leadership, direction, and organization of task execution have violations requiring remedial measures and review at the agency, organization, or unit;
- The agency, organization, unit, or sector under management completes less than 70% of tasks according to the annual working program, plan;
- Direct involvement in negative behaviors, embezzlement, corruption, wastefulness within the agency, organization, or unit under their management.
2. For officials:
Officials not holding leadership or management positions, when any of the following criteria are met, the official is classified and evaluated at the level of not completing tasks:
- Failing to implement or violating the policies, guidelines, and laws of the Communist Party or the State, resulting in disciplinary action by the competent authority;
- Violating discipline, regulations, or working rules of the agency, organization, or unit, though not reaching the level of the highest form of disciplinary action;
- Not completing tasks commensurate with the held position;
- Executing tasks with infractions requiring remedial measures;
- Creating disunity within the agency, unit, or organization;
- Completing less than 70% of tasks according to the annual working program, plan;
- Engaging in authoritative behaviors, causing difficulties, inconvenience, negativity, embezzlement, corruption, wastefulness leading to disciplinary action.
Officials holding leadership or management positions, when any of the following criteria are met, the official is classified and evaluated at the level of not completing tasks:
- Criteria applicable to officials not holding leadership or management positions;
- Direct involvement in negativity, embezzlement, corruption, wastefulness within the managed agency, organization, or unit and being handled according to the law;
- The agency, organization, or unit under their leadership and management completes less than 70% of tasks according to the annual working program, plan;
- Directing and organizing task execution with violations requiring remedial measures;
- The agency, organization, or unit under their leadership and management has disunity.
3. For public employees:
Public employees not holding management positions, when any of the following criteria are met, the public employee is classified and evaluated at the level of not completing tasks:
- Completing less than 70% of work or tasks according to the signed Work Contract;
- Not seriously complying with job assignments from the competent person; lacking responsibility in carrying out assigned tasks;
- Executing work or tasks not reaching the required standards;
- Violating professional procedures and regulations;
- Violating the code of conduct and professional ethics of the public employee, causing inconvenience and obstruction to the people leading to disciplinary action;
- Creating internal discord, causing disunity within the agency or unit;
- Lacking cooperative spirit with colleagues, related agencies, units during task execution, affecting the unit's performance;
- Violating discipline, violating laws during task execution requiring disciplinary action.
Public employees holding management positions, when any of the following criteria are met, the public employee is classified and evaluated at the level of not completing tasks:
- Criteria applicable to public employees not holding management positions;
- Management and execution of tasks are limited, ineffective, not meeting job requirements;
- Allowing violations of discipline leading to disciplinary action;
- The agency or unit under their management completes less than 70% of the workload.
