When are Vietnamese officials and public employees evaluated and ranked as failing to complete their duties in 2020?

In the near future, officials and public employees in Vietnam will be evaluated and classified based on quality. When are Vietnamese officials and public employees evaluated and ranked as failing to complete their duties in 2020?

According to the provisions of Article 21 Decree 90/2020/ND-CP, the assessment and classification of the quality of officials and public employees in Vietnam are conducted annually. The time for the assessment and classification of the quality of public employees is carried out before December 15 annually, before the assessment and classification of party members' quality and the annual review of commendation and reward activities of agencies, organizations, and units.

Officials and public employees are assessed and classified as not completing tasks in the following cases:

1. For officials

According to the provisions of Article 7 Decree 90/2020/ND-CP, officials in Vietnam are assessed and classified as not completing tasks if they meet one of the following criteria:

- Showing signs of degradation in political ideology, ethics, lifestyle, self-evolution, self-transformation as assessed by the competent authorities;

- Having more than 50% of the criteria for task performance results as prescribed by law, according to the set plans or specific assigned tasks, not ensuring progress, quality, and efficiency;

- The agency, organization, unit, sector, or field of work assigned is responsible for completing less than 50% of the targets and tasks;

- The agency, organization, unit under their direct management is related to embezzlement, corruption, waste, and is handled according to the provisions of the law;

- Committing violations during task performance and being disciplined in the year of assessment.

2. For officials

Article 11 Decree 90/2020/ND-CP stipulates that officials who do not hold leadership or management positions and officials who hold leadership or management positions are assessed and classified as not completing tasks if they meet one of the following criteria:

-  Officials who do not hold leadership or management positions:

  • Showing signs of degradation in political ideology, ethics, lifestyle, self-evolution, self-transformation as assessed by the competent authorities;
  • Having more than 50% of the criteria for task performance results as prescribed by law, according to the set plans, or specific assigned tasks, not ensuring progress, quality, and efficiency;
  • Committing violations during task performance and being disciplined in the year of assessment.

- Officials holding leadership or management positions:

  • Showing signs of degradation in political ideology, ethics, lifestyle, self-evolution, self-transformation as assessed by the competent authorities;
  • Having more than 50% of the criteria for task performance results as prescribed by law, according to the set plans, or specific assigned tasks, not ensuring progress, quality, and efficiency;
  • The agency, organization, unit, or field of work assigned is responsible for completing less than 50% of the targets and tasks;
  • The agency, organization, unit under their direct management is related to embezzlement, corruption, waste, and is handled according to the provisions of the law;
  • Committing violations during task performance and being disciplined in the year of assessment.

3. For public employees

According to the provisions of Article 15 Decree 90/2020/ND-CP, public employees in Vietnam who do not hold management positions and public employees in management are assessed and classified as not completing tasks if they meet one of the following criteria:

Public employees who do not hold management positions:

  • Showing signs of degradation in political ideology, ethics, lifestyle, self-evolution, self-transformation as assessed by the competent authorities;
  • Having more than 50% of the criteria for task performance results according to the signed labor contract, the set plans, or specific assigned tasks, not ensuring progress, quality, and efficiency;
  • Committing violations during task performance and being disciplined in the year of assessment.

- Public employees in management:

  • Showing signs of degradation in political ideology, ethics, lifestyle, self-evolution, self-transformation as assessed by the competent authorities;
  • Having more than 50% of the criteria for task performance results according to the signed labor contract, the set plans, or specific assigned tasks, not ensuring progress, quality, and efficiency;
  • The unit or field of work assigned is responsible for completing less than 50% of the targets and tasks;
  • The unit under their direct management is related to embezzlement, corruption, waste, and is handled according to the provisions of the law;
  • Committing violations during task performance and being disciplined in the year of assessment.

The assessment and classification results of officials and public employees in Vietnam serve as the basis for arranging, using, training, fostering, promoting, or advancing professional titles, planning, appointing, dismissing, transferring, seconding, commending, disciplining, assessing, and classifying party members' quality, and implementing other policies for public employees. Therefore, if officials and public employees are assessed and classified as not completing tasks in 2020, it will affect their arrangement, usage, training, fostering, promotion, or advancement and could result in disciplinary measures, including dismissal. Hence, officials and public employees should pay attention to avoid being assessed and classified as not completing tasks.
