Vietnam: What are cases that candidates are exempted from foreign language and informatics exam from December 01?

This is a notable content of the Decree No. 138/2020/NĐ-CP of the Government of Vietnam on recruitment, employment and management of officials, effective from December 01, 2020.

According to Article 8 of the Decree No. 138/2020/NĐ-CP of Vietnam’s Government, officials recruitment exam is conducted in 2 rounds. In particular, the content of the first round exam consists of 3 parts, specifically:

- Part I: General knowledge, 60 questions for general understanding of the political system, the organization of the Party and State apparatus, and socio-political organizations; Government administrative management; officials, public services and other knowledge for capacity assessment. Exam duration is 60 minutes.

- Part II: Foreign languages, 30 questions as required by the job position in one of five languages: English, Russian, French, German, Chinese or other foreign languages, decided by the head of the agency competent to recruit officials. Exam duration is 30 minutes.

- Part III: Informatics, 30 questions as required by the job position. Exam duration is 30 minutes.

Thus, according to the above regulations, the recruitment of officials through the entrance exam must take a foreign language test in one of five languages English, Russian, French, German, Chinese or other foreign languages and an informatics exam as required by the job position. However, if the candidates for the officials exam fall under the following circumstances, they will be exempted from the foreign language and informatics test:

- Candidates for the officials exam are exempted from the foreign language test if they fall into one of the following cases:

+ Having a diploma in a foreign language major with the same training level or at a higher level of training than the professional training level required by the applied job position;

+ Having a diploma of the same training level or at a higher level of training than the professional training level required by the job position for which the candidate is applying and is issued by a foreign educational institution and recognized in Vietnam according to regulations;

+ Having a certificate of ethnic minority language or being from an ethnic minority, in case of applying for a job as an official working in ethnic minority areas.

- Candidates for the officials exam are exempted from the informatics exam for those with intermediate or higher diplomas in informatics or information technology related majors.

In comparison with provisions of Clause 4 Article 1 of Decree No. 161/2018/NĐ-CP of Vietnam’s Government, candidates are exempted from foreign language and informatics exams in the following cases:

- The following candidates shall be exempted from the foreign language exam (round 1):

+ A candidate possesses a university’s bachelor or postgraduate degree in foreign language;

+ A candidate possesses a university’s bachelor or postgraduate degree issued by a foreign training institution or upon completion of a training course lectured in foreign language in Vietnam;

+ A candidate for a working position in an ethnic minority area is an ethnic or possesses a certificate of proficiency in minority language accredited by a competent authority.

- A candidate who possesses an intermediate professional education diploma in information technology, informatics or mathematics – informatics shall be exempted from the informatics exam (round 1).

It can be seen that regulations on cases of exemption from foreign language and informatics exams have changed compared to previous regulations. Previously, a candidate possessing a university’s bachelor or postgraduate degree in foreign language shall be exempted from the foreign language exam and possessing an intermediate professional education diploma in mathematics – informatics shall be exempted from the informatics exam. However, from December 01, 2020, candidates must have a diploma in foreign languages with the same training level or higher than the professional training level required by the job positions to be exempted from foreign language exams and have a diploma from intermediate level or higher in majors related to informatics or information technology to be exempted from the informatics exam.
