This is one of the notable contents of the Draft Decree on recruitment, employment and management of officials being proposed by the Ministry of Home Affairs of Vietnam for comments and expected to take effect in 2020.
Specifically, regarding the form of the 2nd round exam – Specialized professional exam for officials recruitment exam, the Draft Decree offers two forms:
- Interview; or
- Written test; or
- Combination of both interview and written test form.
Based on the nature, characteristics and requirements of the position applied for, the head of the agency competent to recruit officials shall decide the appropriate form of examination. Do not conduct a review of the results of the interview.
In the case of a combination of both interview and written test methods, the scale of each test method is 50 points (the total test score is 100 points, consistent with the scale when only organized in one form, written exam or interview). The time for the written test is 180 minutes and the interview time is 30 minutes.
Currently, according to Decree No. 161/2018/NĐ-CP of Vietnam’s Government, the second round of the civil service recruitment exam is conducted in the form of a written exam or an interview. The point scale for the interview or written test is 100 points.
If the above content in the Draft is approved, the form of the second round of the officials recruitment examination will change in the near future (interview; written test; or combination of both interview and written test form). The addition of the exam form to the second round of the officials recruitment exam will facilitate a more comprehensive examination of the capacity, qualifications and skills of the participants.
