National defense workers and officials in Vietnam is one of the subjects of adjustment specified in Law on Professional Servicmen, National Defense Workers and officials 2015 . Thus, the benefits for national defense workers and officials will be based on the provisions of this Law.

According to Clause 2, Article 2 of the Law on professional servicemen, national defense workers and officials 2015, national defense workers and officials refer to Vietnamese citizens who are technically and professionally qualified to serve for the People's Army by position or business title but are not defined as those eligible for ranks of officers, professional servicemen, non-commissioned officers, or soldiers.
Decree 19/2017/ND-CP classifies national defense workers in Vietnam as follows:
- Type A:
- Group 1: Based on requirements regarding university degrees, arrange job positions for producing, repairing, and preserving weapons, ammunition, and military technical equipment; researchers of various fields, occupations, and topics;
- Group 2: Based on requirements regarding university degrees, arrange job positions for the production, repair, and preservation of weapons, ammunition, and military equipment; college members practicing various fields, occupations, and topics.
- Type B: Based on requirements regarding intermediate qualifications and corresponding vocational skill levels, arrange the following job positions: weapons technicians, military equipment, and the military weapons industry; technicians of various industries, occupations, and topics.
- Type C: Based on requirements regarding intermediate qualifications and corresponding vocational skill levels, arrange job positions working at facilities that produce, repair, and preserve weapons, ammunition, and military equipment; ensure the mission of being ready to fight and perform other tasks.
At the same time, based on the provisions of Decree 19/2017/ND-CP, the salary of national defense workers is calculated according to the following formula:
Salary = Salary coefficient x Base salary

(2) Base salary: According to Resolution 128/2020/QH14, the National Assembly agreed not to adjust the base salary in 2021. Thus, based on Decree 38/2019/ND-CP, the base salary applied in 2021 is still 1,490,000 VND/month.
Thus, the salary of national defense workers in 2021 will be determined as follows:
