Vietnam: Rights and benefits of officials working in disadvantaged areas

In order to ensure the rights and benefits of workers and create conditions for economically and socially disadvantaged areas to attract labor, the Government of Vietnam issued Decree No. 116/2010/ND-CP, which regulates policies for officials, public employees, and individuals receiving salaries in the armed forces working in economically and socially disadvantaged areas.

Allowances are specified as follows:

Having worked in economically and socially disadvantaged areas

Long-term service allowance

0.5 times the general minimum wage

Having worked in economically and socially disadvantaged areas for a period of 5 years to less than 10 years

0.7 times the general minimum wage

Having worked in economically and socially disadvantaged areas for a period of 10 years to less than 15 years

1.0 times the general minimum wage

Having worked in economically and socially disadvantaged areas for a period of 15 years or more

First-time allowance and relocation allowance

The first-time allowance is equivalent to 10 months of the general minimum wage.

Support for transportation expenses and baggage fees for family members accompanying the relocation and entitled to a relocation allowance equivalent to 12 months of the general minimum wage.

Having worked in economically and socially disadvantaged areas for 3 years or more for females, and 5 years or more for males

Allowance for the purchase and transportation of clean drinking water

Depending on the situation of shortage of clean drinking water in the locality, the provincial People's Committee shall submit to the People's Council at the same level to decide on the amount of allowance

Having worked in economically and socially disadvantaged areas with a shortage of clean drinking water

One-time allowance when moving out of economically and socially disadvantaged areas or upon retirement

Each year of working in economically and socially disadvantaged areas is entitled to a subsidy equivalent to 1/2 (one half) of the current monthly salary

Having worked in economically and socially advantaged areas for a period of 10 years or more

In addition to the aforementioned allowances, individuals who have worked in economically and socially advantaged areas will be provided with transportation expenses for visiting their families during holidays, as well as allowances for sightseeing, learning, and professional development as stipulated in Articles 9 and 10 of Decree No. 116/2010/ND-CP of Vietnam’s Government.
