On May 5, 2020, the Ministry of Justice of Vietnam issued Decision 1003/QD-BTP to promulgate the plan for organizing the promotion examination for officials and the ranking advancement examination for administrative public employees in 2019, as well as the ranking advancement examination for lecturers to senior lecturers of the Ministry of Justice.

The promotion exam for public administrative employees of the Ministry of Justice in 2019 is specifically regulated as follows:
1. Application dossier for the promotion exam for public employees
- The application dossier for the promotion exam for public employees includes:
+ Résumé (according to Form 2 issued with Circular 12/2012/TT-BNV), verified by the agency using or managing the public employee;
+ Evaluation and assessment form by the head of the agency using the public employee who does not hold a managerial position or by the head of the competent agency or organization appointing the public employee to a managerial position;
+ Certified copies of diplomas and certificates according to the conditions and standards of the registered exam position;
+ Health certificate issued by a competent medical authority within 30 days up to the submission date of the promotion exam dossier.
- The application dossier for each public employee should be enclosed in a separate envelope of size 250 x 340 (according to the regulations in Circular 07/2019/TT-BNV on policies for statistical reports and management of public employee dossiers).
2. Methods, timing, and content of the public employee promotion exam
The promotion exam for public employees to the titles of Specialist, Accountant, Principal Specialist, Principal Accountant includes two rounds as follows:
Round 1: A multiple-choice test on paper. The content of the multiple-choice test consists of 3 parts:
- Part I: General knowledge – 60 questions about the political system, the organization of the Communist Party, the State, political and social organizations, state administrative management, officials, civil service, the Party's guidelines, and legal policies related to the sector. The duties and responsibilities of public employees according to the standards of the exam position. Exam duration is 60 minutes.
- Part II: Foreign Language – 30 questions in one of the five languages: English, Russian, French, German, Chinese, as required by the exam position. Exam duration is 30 minutes.
- Part III: Informatics – 30 questions according to the requirements of the exam position. Exam duration is 30 minutes.
Round 2: Professional subject:
- For promotion to Principal Specialist and Principal Accountant: written exam, duration 180 minutes according to the requirements of the exam position with a maximum score of 100.
- For promotion to Specialist and Accountant: written exam, duration 120 minutes according to the requirements of the exam position with a maximum score of 100.
3. Conditions for exemption from foreign language and informatics exams
According to the content of Decision 1003, exemptions from the foreign language exam (Round 1) are applicable in the following cases:
- Males aged 55 or older and females aged 50 or older;
- Public employees working in ethnic minority areas who are ethnic minorities themselves or have an ethnic minority language certificate issued by the authorized training institution;
- Holding a graduate degree in a foreign language of the same or higher education level as the professional and occupational training required by the exam standards;
- Graduates from programs conducted overseas or in a foreign language within Vietnam at the training level required or higher than the professional and occupational training standards of the exam position.
Exemptions from the informatics exam (Round 1) are applicable for those holding a diploma from the intermediate level or higher in information technology, computer science, or mathematics - informatics.
4. Scoring method and principles for determining successful candidates in the public employee promotion exam
- The results of Round 1 are determined by the number of correct answers for each part of the test. Candidates who answer 50% or more of the questions correctly in each part are eligible to proceed to Round 2.
- Successful candidates in the promotion exams for Principal Specialist and Principal Accountant, Specialist, and Accountant must score 50 points or higher in the professional subject exam in Round 2. Candidates are selected in order from highest to lowest within the promotion quota. In case of a tie for the last available promotion position, the selection will follow these criteria: female candidate, ethnic minority candidate, older candidate (based on date of birth), longer service period. If still unresolved, the Minister of Justice will decide based on the recommendation of the Exam Council and the Director of the Personnel Department.
- Results are not carried over to subsequent promotion exams.
5. Tentative timing for organizing the public employee promotion exam
July and August 2020 (subject to postponement if the COVID-19 pandemic is not contained and the Prime Minister of Vietnam does not permit the holding of the exam).
6. Venue for the public employee promotion exam
Centralized exams, with the venue to be decided and announced later by the Ministry of Justice.
7. Fees for the public employee promotion exam
As regulated by Circular 228/2016/TT-BTC of the Ministry of Finance of Vietnam on the collection, policies for collection, submission, management, and use of fees for recruitment, rank promotion, and grade promotion for officials and public employees.
