Vietnam: Promulgation of the Code of Conduct for officials in Hanoi

On January 25, 2017, the Chairperson of the Hanoi People's Committee, Nguyen Duc Chung, signed for the promulgation of Decision No. 522/QD-UBND on the Code of Conduct for officials, public employees, and employees in agencies under Hanoi.

To establish a professional administration; to build a team of officials, public employees, and employees in the capital (collectively referred to as officials) who are “disciplined – responsible – dedicated – friendly.” To orient officials in standardizing their approach to dealing with tasks involving organizations and citizens, within family and society; simultaneously contributing to preserving and enhancing the good cultural traditions of the capital and the nation, and to building elegant and civilized Hanoians, the Hanoi has promulgated the Code of Conduct applicable to officials, public employees, and employees in agencies of the Communist Party of Vietnam, state, socio-political organizations, armed forces, and public service providers under the Hanoi.

Failure to wear earphones during working hours

According to the Code of Conduct, officials must adhere to proper manner and attire. Specifically:

- Wear decent office clothing, and maintain a neat hairstyle.

- Display serious posture and gestures, along with a cheerful, modest, polite attitude, respecting communicators, using polite language, and avoiding vulgar language.

- Officials must wear, display name badges, insignia, and title cards appropriately.- Do not engage in personal activities or cause disorder during working hours.

- No smoking in the office; no consumption of alcoholic beverages or cooking during working hours.

- Do not wear earphones, play music, listen to music, play electronic games, or use personal entertainment devices during working hours.

- The workplace must be tidy and orderly; refrain from displaying, storing, or propagating obscene images, cultural content, or materials opposing the Communist Party of Vietnam or the State.

Failure to use agency's assets for personal purposes

Regarding the use of vehicles and assets, the code clearly states:

- Do not use agency's assets, equipment, and vehicles (such as official cars, phones, computers, office supplies...) for personal purposes.

- Save electricity and water, and use office supplies economically; manage expenditures appropriately and conformably.

- Actively participate in the construction and maintenance of green, clean, and beautiful spaces; create a friendly and civilized working environment.

- Do not store or use hazardous, explosive materials, nor possess illegal weapons in the office.

Failure to harass or solicit money from citizens

In interactions with citizens at the workplace, officials must ensure the implementation of:

- Handle citizens' requests and tasks appropriately, following procedures.

- Interact with citizens in a cheerful, responsible manner; prioritize supporting the elderly, disabled, pregnant women, and the sick.

- Do not harass or solicit money, nor accept gifts; do not arrange to solve work-related issues outside the office or beyond working hours.

- Avoid creating tension, stress, or intimidating citizens.

- Earnestly acknowledge mistakes, critique appropriately, and draw lessons when errors occur.
