Vietnam: New points regarding the 02 rounds of recruitment of public employees from September 29, 2020

Recently, the Government of Vietnam issued Decree 115/2020/ND-CP regulating the recruitment, use, and management of public employees with many new provisions. Below are the new points regarding the 02 rounds of public employee recruitment exams from September 29, 2020.

According to Article 9 of Decree 115/2020/ND-CP of Vietnam's Government, replacing Article 7 of Decree 29/2012/ND-CP (effective until September 29, 2020), amended and supplemented by Clause 3 Article 2 of Decree 161/2018/ND-CP regarding the recruitment, usage, and management of public employees, the new points about the two-stage public employee recruitment exams from September 29, 2020, are as follows:

 

Round 1: General knowledge test

Round 2: Professional skills test 

Form

Computer-based multiple test

- In the case of computer-based testing, the multiple-choice exam content does not include a computer science section.

- If the organization or authority responsible for recruitment does not have the facilities to conduct computer-based testing, the multiple-choice exam will be conducted on paper.

 

Choose one of the three forms of examination:

+ Interview

+ Practical test

+ Written test

Based on the nature, characteristics, and requirements of the position being recruited, the head of the organization or authority responsible for recruitment will decide on one of the three forms of examination. (The provision regarding the second round of examination being conducted through interviews, in which the reevaluation of the results of the second round is not implemented, is abolished)

Details

Part I: General knowledge, 60 questions on the understanding of civil service laws, Party's principles, policies, laws related to the recruitment sector and field. (The content regarding the duties and responsibilities of public employees as required by the position being recruited is abolished)

Exam time: 60 minutes

Test the knowledge and skills of the candidates based on the requirements of the position being recruited.

The content of the professional subject test must be based on the tasks and competency standards of the professional position and must be suitable for the requirements of the position being recruited.

In the same recruitment exam, if there are different positions requiring different professional knowledge and skills, the organization or authority responsible for recruiting civil servants must develop different professional subject tests corresponding to the requirements of the positions being recruited.

Exam time:

Interview: 30 minutes (candidates have a maximum of 15 minutes to prepare before the interview).

Written test: 180 minutes (excluding the time for copying the test).

The time for the practical test is determined by the head of the organization or authority responsible for recruitment based on the nature and characteristics of the professional activities of the position being recruited (completely new regulations).

Part II: Foreign language, 30 questions based on the requirements of the position in one of the following languages: English, Russian, French, German, Chinese, or other foreign languages as determined by the head of the organization or authority responsible for recruitment.

Exam time: 30 minutes

(The provision regarding positions that require specialized knowledge in foreign languages does not require candidates to take the foreign language test in the first round)

Note: Exemption from the foreign language test for the following cases:

- Holding a degree in foreign language specialization with the same or higher level of training compared to the required specialized training or professional level for the position being recruited;

- Holding a degree in construction with a higher level of training compared to the required specialized training or professional level for the position being recruited, studying abroad or studying in Vietnam with a foreign language, recognized by the competent authority (added cases of studying abroad or studying with a foreign language in Vietnam, recognized by the competent authority);

- Holding a certificate of a minority ethnic language or being a member of a minority ethnic group applying for civil service in minority ethnic areas (the case of a candidate being a member of a minority ethnic group working as a public employee in minority ethnic areas is abolished).

Part III: Computer science, 30 questions based on the requirements of the position being recruited.

Exam time: 30 minutes.

Note: Exemption from the computer science test for cases with a diploma from intermediate level or higher in relevant computer science or information technology majors (the specialization of math and computer science is abolished)

Result

To proceed to the second round, candidates must correctly answer at least 50% of the questions in each section of the exam.

Scoring scale (interview, practical test, written test): 100 points.

Note: In cases where the organization with the authority to manage public employees has higher requirements for the content, format, and exam time in the second round, it must consult with the Ministry of Home Affairs before implementation (completely new regulations).
