Vietnam: Guidelines for appointment and salary classification of public employees working in schools

Public employees working at educational institutions and schools include: Public employees performing healthcare tasks; Public employees performing library tasks; Public employees performing information technology technical tasks; Public employees performing clerical tasks; and Public employees performing other support tasks.

Official Dispatch 3561/BGDDT-NGCBQLCSGD stipulates the aforementioned public employees, when meeting the conditions regarding job title standards as follows: (1) Task requirements; (2) Standards of educational level and training; and (3) Capacity, professional competency standards, will be considered for appointment and salary arrangement according to the corresponding job titles. To be specific:

For public employees performing healthcare tasks

Public employees performing healthcare tasks at schools, having met the standards of the job titles of doctors and medical assistant doctors as stipulated in Joint Circular 10/2015/TTLT-BYT-BNV, will be considered for appointment and salary arrangement according to the job titles of doctors and medical assistant doctors.

For public employees performing library tasks

Public employees performing library tasks at schools, having met the standards of the library job titles stipulated in Joint Circular 02/2015/TTLT-BVHTTDL-BNV, will be considered for appointment and salary arrangement according to the library job titles.

For public employees performing information technology technical tasks

Public employees performing information technology technical tasks at schools, having met the standards of the job titles of engineers and technicians stipulated in Joint Circular 24/2014/TTLT-BKHCN-BNV, will be considered for appointment and salary arrangement according to the job titles of engineers and technicians.

For public employees performing clerical tasks

Public employees performing clerical tasks at schools, having met the standards of clerical job titles stipulated in Circular 14/2014/TT-BNV, will be considered for appointment and salary arrangement according to the clerical job titles.

For public employees performing other support tasks

Public employees performing other support tasks, having been appointed to administrative official ranks and arranged salaries according to the Professional Salary Table for officials in state agencies (Table 2) issued with Decree 204/2004/ND-CP, will continue to receive salaries according to their current ranks and steps until new regulations are issued for this group.
