Vietnam: From January 20, 2021. marking of the written exam in the recruitment of officials and public employees are conducted in 2 independent rounds

Recently, the Ministry of Home Affairs of Vietnam has issued the Circular No. 6/2020/TT-BNV , which will come into force from December 02, 2020. According to this Circular, the marking of the written exam in the recruitment of officials and public employees are conducted in 2 independent rounds.

Specifically, according to Article 28 of the Regulations issued together with the Circular No. 6/2020/TT-BNV of the Ministry of Home Affairs of Vietnam, the marking of the written exam in the recruitment of officials and public employees is carried out according to the principle of two independent rounds of marking as follows:

1. First marking of the exam (marking member 1):

The head of the examination board will randomly draw an entire bag containing the exam papers and assign them to each member to mark the exam.

When marking the first time, apart from the slashes on the remaining pieces of paper, the examiner may not write any other content or symbols on the candidate's paper or the test bag. Partial scores for each question, overall test scores and comments (if any) are detailed on the scorecards of each test and attached to the test; on the scorecard, write the full name and signature of the examiner.

Note:

- Marking members shall not grade paper-based tests other than the paper used for the exam;

- In the event that an insufficient number of sheets or beats is found, or the test is made on scratch paper or the test is made on paper different from the paper used for the exam or the test has two different characters or the test is written with two or more different ink colors (except for the case where the test is written in two different ink colors with the written certification of the examiner at the examination room and the head of the examination board) or the test is written in red ink, pencil or with writing or drawing content unrelated to the exam content or the content of the answers or the tests are crumpled or the test is marked with doubts, the members of the Examination Board shall summarize and assign these tests to the Head of the Examination Board for consideration and decision on the marking of the test.

2. Second marking of the exam (marking member 2):

After marking members 1 have done the marking, the head of the marking committee pulls out the scorecards from the test bag, then organizes a random draw of the test bag and assigns it to each marking member 2, making sure not to return the graded test bag to the marking members 1.

Marking member 2 may not write any other text or symbols on the candidate's work or the test bag. Partial scores for each question, overall test scores and comments (if any) are detailed on the scorecards of each test and attached to the test; on the scorecard, write the full name and signature of the examiner. After marking any bag, the marking member 2 returns the test bag to the Head of the Examination Committee.

After the results of the two markings are available, if the scores of the two marking members are different, then:

- In case there is a difference of 5 points or less: take the average score of the two examiners as the official score of the test and then write the score in the box specified on the test paper.

- In case the difference is more than 5 points to less than 10 points: The head of the examination committee holds a dialogue with the two members of the examination to reach an agreement. In case of disagreement, the head of the examination committee shall decide on the official score of the test and take responsibility before law for his decision.

- In case of a difference of 10 points or more: The head of the examination committee assigns the test to the third member to mark. Partial scores of each sentence, overall test scores and comments (if any) are recorded in detail on the scorecard and attached to the test;

Note: Odd points can be rounded to 1 (one) decimal place.

Thus, after marking all exams of each exam subject, the Head of the Examination Board organizes the synthesis of the test scores into a general summary of the test results signed by the members of the marking team and the Head of the Examination Board, enclosed with each test scorecard of each member of the examination, put in a sealed envelope, sealed and handed over to the Commissioner cum Secretary of the Council for the following tasks. The handover and receipt are recorded in the witness of members of the Supervisory Board and representatives of the police agency (if invited to participate).

Moreover, according to the Circular No. 6/2020/TT-BNV of the Ministry of Home Affairs of Vietnam, marking of the paper-based multiple-choice test is as follows:

- Based on the answer, the examiner will score directly on the exam paper according to regulations. Exam results are calculated by the number of correct answers, not by points;

- The marking members the exam jointly mark, agree to write the number of correct answers on the total number of questions of the test section or subject and jointly sign and write their names in the box specified on the test sheet;

- In case the test scores are corrected, the head of the examination board and the members of the examination marking board shall both sign for certification.
