Recently, the Government of Vietnam issued Decree 115/2020/ND-CP on the recruitment, use, and management of public employees. This decree includes regulations on specific beneficiaries who will be given priority when recruiting public employees.

According to Article 6 of Decree 115/2020/ND-CP of Vietnam's Government, subjects given priority in public employee recruitment include:
Priority points for the above-mentioned subjects will be added to the results of round 2 in recruitment exams or assessments.
Note: In cases where the candidate falls under multiple priority categories, only the highest priority points will be added to the results of round 2 in recruitment exams or assessments.
Comparison with the replaced document - Decree 29/2012/ND-CP:
Article 10 of Decree 29/2012/ND-CP, amended and supplemented in clause 4, Article 2 of Decree 161/2018/ND-CP, stipulates subjects given priority in public employee recruitment including:
- Hero of the Armed Forces, Hero of Labor, wounded soldiers, persons entitled to policies like wounded soldiers, type B wounded soldiers;
- Ethnic minorities, military officers, public security officers, professional soldiers, persons working in the cryptographic sector transferred to another sector, children of martyrs, children of wounded soldiers, children of sick soldiers, children of persons entitled to policies like wounded soldiers, children of type B wounded soldiers, children of revolutionaries before the August Revolution (before August 19, 1945), biological children of people who were active in the resistance and affected by toxic chemicals, children of Hero of the Armed Forces, children of Hero of Labor;
- Persons who have completed military service, persons who have completed service in the People's Public Security, youth volunteer team members, volunteer intellectual team members participating in rural and mountain development for a period of 24 months or more who have completed their tasks.
Thus, new regulations in Decree 115/2020/ND-CP of Vietnam's Government have changes concerning the subjects given priority in public employee recruitment. Specifically:
- Adding 02 subjects:
+ Graduates of reserve officer training; and
+ Graduates of training for the chief commander of the commune-level military command post from the grassroots military sector awarded the rank of reserve officer currently holding the status of reserve officer.
- Removing 02 subjects:
+ Children of revolutionaries before the August Revolution (before August 19, 1945); and
+ Volunteer intellectual team members participating in rural and mountain development for a period of 24 months or more who have completed their tasks.
Although there are changes concerning the subjects given priority, the priority points added in public employee recruitment for these subjects remain the same and will still be added to round 2 in recruitment exams or assessments.
