Recently, the People's Committee of Ho Chi Minh City issued urgent Official Dispatch 4634/UBND-VX regarding the guidance on the implementation of the quarterly evaluation and classification regulations (amended) for officials and public employees according to Decision 3728/QD-UBND.

grants approval for those recruited into officials and public employees who are implementing probation policies to continue enjoying the additional income allocation policy. It does not consider the officials and public employees assigned to work in agencies not belonging to the state management sector, political organizations, socio-political organizations, public service providers, and other entities not mentioned in Resolution 03/2018/NQ-HDND.
Regarding the calculation of actual working days, the Official Dispatch provides specific guidance as follows:
General principle: The actual working days are the days in which officials and public employees participate in performing professional duties of the agency or unit. The additional income allocation is based on the assessment and classification according to the number of actual working days in the quarter of the official and public employee.
Note, the following days are not counted as actual working days for additional income allocation:
- Annual leave days or personal leave days of the officials and public employees;
- Summer vacation days of officials and public employees in the Education and Training sector (not officially assigned by the authority in writing to perform professional duties at the education and training institution);
- Days participating in full-time study programs (not assigned by the authority to the task) and handing over professional duties to others;
- Maternity leave days of officials and public employees;
- Sick leave days or days off for treating injuries caused by work accidents.
For officials and public employees in the period of awaiting personnel streamlining; retirement; resignation or leave according to other legal provisions and officials and public employees transferring jobs to agencies and units outside the city's political system, the actual working days are calculated until the official termination date stated in the document by the competent authority.
