The recruitment of tax officials in 2020 will start receiving applications from November 2, 2020, to November 6, 2020. After submitting applications, the General Department of Taxation will review, evaluate, and announce the list of candidates eligible to participate in the 2020 Tax Department official recruitment exam on the website (address: www.gdt.gov.vn) (no paper notifications will be sent to each candidate). These candidates, based on information about the time and place of the exam provided by the General Department of Taxation, will officially enter the 2 rounds of the recruitment exam. Specifically, in Section VI of the Examination Plan issued alongside Decision 1250/QD-BTC, the content of the exams in the 2 rounds is specified as follows:
- Round 1:
+ Exam format: Multiple-choice questions conducted on a computer;
+ Exam content and duration: comprised of 2 parts:
- - Part I: General knowledge, including 60 questions about the political system, the organizational structure of the Communist Party, State, political-social organizations; state administrative management; officials, civil affairs; the Party's guidelines and directions, state policies and laws in the recruitment sector and field; responsibilities and duties of officials according to the job position requirements;
- - Exam duration is 60 minutes;
- - Part II: Foreign language, including 30 questions (English at Vietnam's foreign language competency framework level 2 for Specialist and equivalent, level 1 for Officers and equivalent);
- - Exam duration is 30 minutes.
Round 1 results are determined based on the number of correct answers for each part of the exam. Candidates who answer at least 50% of the questions correctly in each part will proceed to Round 2.
- Round 2:
+ Exam format: Written exam;
+ Exam duration: 180 minutes;
+ Exam content:
- - Candidates applying for the positions of Specialists and Tax Inspectors in professional and operational roles; Officers and Intermediate Tax Inspectors: Knowledge about tax (Value Added Tax Law, Corporate Income Tax Law, Personal Income Tax Law) and Tax Management Law;
- - Candidates applying for Specialist positions in information technology: Knowledge about information technology (computer engineering; computer science; software engineering - computer networks and communications); knowledge about Windows operating system; knowledge about database management; using Office 2010 applications (mainly Microsoft Excel and Microsoft Word);
- - Candidates applying for Officer positions in information technology: Knowledge about Windows operating system; knowledge about database management; using Office 2010 applications (mainly Microsoft Excel and Microsoft Word);
- - Candidates applying for clerical positions, intermediate clerical positions: Knowledge about archive science and office management; about clerical administration; about clerical work - archiving.
Conditions for foreign language exam exemption in Vietnam:
Candidates are exempt from the foreign language exam (Round 1) if they meet one of the following conditions:
- Have a bachelor's or postgraduate degree in a foreign language. Thus, candidates graduating from a College of Education with a major in English are not exempt from the foreign language exam;
- Have a bachelor's or postgraduate degree from a foreign university or have a bachelor's or postgraduate degree from a foreign-language-based training institution in Vietnam. According to Official Dispatch 4598/TCT-HDTD issued on October 29, 2020, these cases do not need to declare foreign language certificates in the Registration Form;
- Candidates applying to work as an official in ethnic minority areas who are ethnic minority people or have ethnic minority language certificates recognized by the competent authority. However, according to Official Dispatch 4598, only candidates who are “ethnic minority people or have ethnic minority language certificates” and apply for positions in “ethnic minority areas” are exempt from the foreign language exam (Round 1). According to the Statistical Table of Specially Difficult Villages, Commune-level III, II, I areas in ethnic minority and mountainous regions for the period 2016 – 2020 in Decision 582/QD-TTg, “ethnic minority areas” are provinces where 100% of the communes, wards, and commune-level towns belong to ethnic minority and mountainous regions.
Recruitment targets for the 2020 General Department of Taxation official for the General Department of Taxation and Provincial Tax Departments in Vietnam are 4,271 positions, including:
- Specialist: 515 positions;
- Tax Inspector: 3,285 positions;
- Specialist in information technology: 158 positions;
- Clerical: 141 positions;
- Officer: 23 positions;
- Intermediate Tax Inspector: 40 positions;
- Officer in information technology: 06 positions;
- Intermediate Clerical: 103 positions.
