Hanoi officially concluded that in 2021, the statutory pay rate of officials and public employees in Vietnam will remain at 1.49 million VND/month. The salary structure for officials in 2021 is anticipated to be calculated as currently applied.

In Resolution 86/2019/QH14, it is stipulated to adjust the increase in the statutory pay rate from VND 1.49 million/month to VND 1.6 million/month, simultaneously adjusting pensions, social insurance allowances, monthly allowances according to regulations (for subjects guaranteed by the state budget), and preferential allowances for people with meritorious services to the revolution to increase by the statutory pay rate from July 1, 2020.
However, due to the outbreak of the Covid-19 pandemic, in Resolution 122/2020/QH14, the Politburo and the National Assembly of Vietnam have unanimously decided not to adjust the statutory pay rate for officials and public employees, armed forces from July 1, 2020, until further notice.
On the afternoon of November 12, 2020, with an approval rate of 92.53%, the National Assembly officially passed the Resolution on the state budget estimate for 2021. From January 1, 2021, the statutory pay rate for officials and public employees will remain at VND 1.49 million/month until further notice. And with this maintained statutory pay rate, the salary schedule for officials in state agencies and public service providers in 2021 will be calculated as it is now (according to the provisions of Decree 204/2004/ND-CP).
