Draft Decree on the recruitment, use, and management of public employees is currently in the period of soliciting comments and is expected to take effect from July 1, 2020. Noteworthy in this Draft is the regulation on cases where public employees taking promotion exams for professional titles are exempt from foreign language and information technology tests.

To be specific:, according to this Draft, public employees taking the exam for promotion in professional titles will take 4 exams, including:
- General knowledge exam;
- Foreign language exam;
- Information technology exam;
- Professional field exam.
In which, public employees will be exempt from the foreign language exam when taking the promotion exam if they meet the following cases:
- Public employees who are 55 years old or older for men, and 50 years old or older for women as of the deadline for submitting the promotion exam application;- Public employees working in ethnic minority areas who are ethnic minorities, or have a certificate in an ethnic minority language issued by an authorized training institution;- Public employees who have a degree in a foreign language at the same training level or at a higher training level than the professional level specified in the standard for the professional title being tested;- Public employees who have a degree at the required training level or at a higher training level than the professional level specified in the standard for the professional title being tested, obtained from overseas or studied in a foreign language in Vietnam (the degree has been recognized by a competent authority according to current regulations).
For the information technology exam, public employees taking the exam for promotion in professional titles will be exempted if they have a graduation degree from intermediate level or higher in training majors that meet the requirements of information technology usage skills.
Note: The organization of multiple-choice tests for foreign language, information technology, and general knowledge subjects (in cases where the head of the competent authority organizing the promotion exam for public employees decides on the form of multiple-choice testing) is conducted on a computer. In cases where the competent authority for organizing the promotion exams cannot arrange a computer-based test, the multiple-choice test will be conducted on paper.
In cases where the test is conducted on a computer, the multiple-choice test content will not include the information technology exam. No review of the results will be conducted for multiple-choice tests on a computer.
