Enhancing the leadership and management capabilities of Hospital Directors and Deputy Directors is the central objective approved by the Ministry of Health in Decision No. 3761/QD-BYT dated August 18, 2017.
The Ministry of Health has designed a Training and Refresher Program consisting of 15 teaching topics, several reporting topics, field trips, and practical sessions at the unit. The content is structured into three parts:
- Part I includes 6 topics, focusing on basic leadership and management skills;- Part II includes 6 topics, focusing on resource management;- Part III includes 3 topics, focusing on the management of professional activities and medical services in hospitals.
The total training and refresher time is 12 weeks (3 months), including:
- Theory and topic discussions: 160 periods;- Field trips within the healthcare system: 80 periods;- Practical sessions at the workplace: 240 periods.
The program structure includes 4 learning phases:
Phase 1:
- Classroom-based at the training and refresher facility: 2 weeks of theory and discussions, focusing on basic leadership and management skills and resource management;- Field trip to the hospital: 1 week. Learners participate in field trips to hospitals and observe and learn from the implementation of hospital activities under various topics;- Practical sessions at the workplace: 2 weeks. Learners apply at least one of the content, methods, techniques, tools... learned from phase 1 in their own unit, with various topics.
Phase 2:
- Classroom-based at the training and refresher facility: 1 week of theory and discussions, focusing on basic leadership and management skills and resource management;- Field trip to the hospital: 1 week. Learners will pair up, role-play as hospital directors, participate in each other’s units, and handle situations that arise in reality.
Phase 3:
- Practical sessions at the workplace: 4 weeks. Learners apply at least one of the content, methods, techniques, tools... learned from phases 1 and 2 in their own hospitals, with various topics.
Phase 4:
- Classroom-based at the training and refresher facility: 1 week of theory and discussions, focusing on the management of professional activities and medical services.
