Total payroll of Vietnamese officials receiving salaries from the state budget in 2022

The Prime Minister of Vietnam has just had Decision 1575/QD-TTg approving the payroll of civil servants receiving salaries from state budgets of state administrative agencies and payrolls of associations with specific characteristics operating throughout the country in 2022.

According to this Decision, the total payroll of civil servants in 2022 of state administrative agencies, organizations, and representative offices of Vietnam abroad (excluding the payroll of the Ministry of Public Security, the Ministry of National Defense and officials, commune-level civil servants), the payroll of associations with specific characteristics operating in the whole country and the reserve officials  payroll is 256,685. As follows:

(1)  The payroll of civil servants in state administrative agencies and organizations is 247,722, of which:

- Administrative agencies and organizations under ministries, ministerial-level agencies, government-attached agencies, and organizations established by the Government or the Prime Minister that are not public non-business units have 106,890 payrolls.  

- Administrative agencies and organizations under the agencies of the People's Council, the People's Committee of the province and district, 140,832 staff.

(2)  The overseas Vietnamese representative missions are 1,068 

(3)  The total payroll of associations with specific characteristics operating in the whole country is 686.

(4)  The payroll of civil servants to convert ward civil servants in wards that do not hold People's Councils into district civil servants in Hanoi, Ho Chi Minh City and Da Nang city is 7,035.

(5)  The reserve civil servant payroll is 174 

According to that,  the Ministry of Home Affairs of Vietnam is responsible for:

- Assign civil servant payrolls to each ministry, ministerial-level agency, government-attached agency, organization established by the Government or Prime Minister that is not a public business provider, and provinces and cities directly under the central government in the total number of employees in items (1), (4).

- Assign payrolls of civil servants working abroad for each ministry or ministerial-level agency out of the total number of civil servant payrolls specified in item (2).

- Assign payroll to each Association with specific characteristics operating in the whole country within the total payroll specified in item (3).  

In addition, the Prime Minister of Vietnam requested the ministries, branches and localities to complete the project on job positions and arrange and arrange the civil servant payroll under the job position in the assigned and streamlined the staff according to regulations.

The People's Committees of Hanoi, Ho Chi Minh City and Da Nang city shall report to the People's Council of the same level to reduce the payroll of ward civil servants corresponding to the number of payrolls of officials transformed into district officials.

Decision 1575/QD-TTg of Vietnam takes effect from September 22, 2021.
