The National Assembly of Vietnam: The statutory pay rate remains unchanged in 2021

On November 12, 2020, the National Assembly voted to pass the Resolution on the state budget estimate for 2021. the statutory pay rate for 2021 will remain unchanged.

To be specific, in the newly adopted Resolution, the National Assembly of Vietnam assigns the Government of Vietnam to implement a number of measures to manage the financial - state budget tasks for 2021. In particular, it officially decides not to adjust the statutory pay rate in 2021.

Also related to the statutory pay rate, through the Resolution, in 2020, there will be no adjustments made to the statutory pay rate, pensions, social insurance allowances, monthly allowances (for those guaranteed by the state budget), and preferential allowances for people with meritorious services to the revolution. Focus resources on COVID-19 pandemic prevention and control, overcoming the consequences of natural disasters, implementing social welfare policies that have been issued, ensuring national defense, security, and foreign affairs.

Therefore, due to the impact of the COVID-19 pandemic, the statutory pay rate for 2021 will not increase and will be maintained at VND 1,490,000 per month as stipulated in Decree 38/2019/ND-CP regarding the statutory pay rate for officials and public employees and armed forces. When the statutory pay rate does not increase, the salaries of Vietnamese officials and public employees and certain allowances calculated on the statutory pay rate will remain as they are, specifically:

- Salaries of Vietnamese officials and public employees = Salary coefficient x VND 1,490,000;

- Lump-sum childbirth allowance, post-maternity health recovery, male laborers' childbirth allowance (Lump-sum childbirth allowance per child is VND 1,490,000 x 2 = VND 2,980,000; Post-maternity health recovery allowance is VND 1,490,000 x 30% = VND 447,000; Male laborers' childbirth allowance per child is VND 1,490,000 x 2 = VND 2,980,000);

- Health recovery allowance after sickness (will still be VND 1,490,000 x 30% = VND 447,000);

- Lump-sum or monthly allowance for occupational accidents or diseases (Lump-sum allowance is VND 1,490,000 x 5 = VND 7,450,000; Monthly allowance is VND 1,490,000 x 30% = VND 447,000);

- Funeral allowance, monthly survivorship benefits (Funeral allowance is VND 1,490,000 x 10 = VND 14,900,000; Monthly survivorship benefits are VND 1,490,000 x 50% = VND 745,000).
