Criteria for customs officers are specified in Section IV of Circular 29/2022/TT-BTC as follows:
1. Standards on the training qualifications of customs officers in Vietnam
- Senior customs inspector:
+ Having a university degree or higher with a training major suitable to the requirements of the job position;
+ Having an advanced diploma in political theory or an advanced political-administrative theory or a certificate of equivalent advanced level of political theory from a competent authority;
+ Having a certificate of state management knowledge and skills training for civil servants with the rank of senior expert and equivalent or an advanced degree in political-administrative theory.
- Customs chief inspector:
+ Having a university degree or higher with a training major suitable to the requirements of the job position;
+ Having a certificate of state management knowledge and skills training for civil servants of the main specialist rank and equivalent or an advanced degree in political - administrative theory.
- Customs inspector:
+ Having a university degree or higher with a training major suitable to the requirements of the job position;
+ Having a certificate of state management knowledge and skills training for public servants of the specialist rank and equivalent.
- Intermediate customs inspector:
Possessing a college degree or higher with a major in training relevant to the requirements of the job position.
- Customs officer:
Having an intermediate diploma or higher with a major in training relevant to the requirements of the job position.
2. Standards of professional competence for customs officers in Vietnam
- Senior customs inspector:
+ Mastering the Party's guidelines and policies, economic and financial laws, the State's policies and regimes related to Customs work, and international laws related to customs operations;
+ Having comprehensive knowledge of customs professional expertise. Capable of in-depth research and implementation of one or several areas of customs operations;
+ Having ability to research, analyze, synthesize, evaluate and forecast the situation of state management activities on customs, at the same time, propose to develop, supplement and amend the customs management regulations and professional processes in line with the strategic direction of the development of the Customs sector;
+ Capable of proposing, advising on policy making, and presiding over the development of law projects, ordinances, and projects related to the customs field to submit to competent authorities for consideration and decision;
+ Capable of scientific research; having the capacity to organize and direct the application of scientific and technical advances to improve and raise the quality and efficiency in the field of customs;
+ Having basic information technology skills and using foreign languages or ethnic minority languages for civil servants working in ethnic minority areas as required by the job position.
- Customs chief inspector:
+ Firmly grasping the Party's guidelines and policies and the State's laws related to customs work; understanding the administrative reform program of the Government and the Finance sector;
+ Mastering the principles, regimes, management regulations, and professional procedures of customs and being able to organize and implement customs professional processes in specialized fields;
+ Assuming the prime responsibility for, and organizing, complete institutional building; assuming the prime responsibility for elaborating legal documents guiding the implementation; formulating schemes and projects for customs operations;
+ Having ability to research, synthesize, and propose to build, supplement, and amend a number of customs management regulations and professional processes;
+ Having ability to collect and process information; having the ability to manage and organize operations in the field of customs;
+ Having basic information technology skills and using foreign languages or ethnic minority languages for civil servants working in ethnic minority areas as required by the job position.
- Customs inspector:
+ Firmly grasping the Party's guidelines and policies and the State's laws on customs work; understanding the administrative reform program of the Government and the Finance sector;
+ Firmly grasping and flexibly applying the principles, regimes, management regulations, and professional processes of customs and having the ability to research, propose to implement, supplement, or amend the customs management regulations and professional processes within the scope of assigned tasks;
+ Having ability to acquire and grasp necessary skills for professional work, such as skills in using supporting tools and equipped technical means;
+ Having basic information technology skills and using foreign languages or ethnic minority languages for civil servants working in ethnic minority areas as required by the job position.
- Intermediate customs inspector:
+ Understanding the guidelines and policies of the Party and the State's laws on customs work; understanding the administrative procedures and administrative reform programs of the Government and the industry;
+ Mastering the customs professional process within the scope of assigned tasks;
+ Having ability to acquire and grasp the necessary skills for the job: skills in using supporting tools and equipped technical means;
+ Proficiently using office equipment and other equipment to serve mission requirements.
- Customs officer:
+ Understanding the customs, professional processes, and regulations related to the assigned tasks. Absolutely obeying the professional direction and assignment of tasks by superiors;
+ Capable of performing a number of simple customs operations assigned to them;
+ Being able to use the supporting tools and technical means provided.
