The General Department of Taxation has just issued an Announcement regarding the recruitment of officials by the Ministry of Finance, General Department of Taxation in 2016 (Attached with Official Dispatch 5775/TCT-TCCB dated December 13, 2016, of the General Department of Taxation).
Object of official recruitment registration
General conditions: Persons who meet the following conditions, regardless of ethnicity, gender, social class, belief, or religion, are eligible to apply for recruitment:
- Have one nationality, which is Vietnamese nationality;- Be at least 18 years of age or older;- Have an application form; have a clear background;- Have appropriate diplomas and certificates;- Have good political and ethical qualities;- Be healthy enough to perform tasks;- Other conditions required by the position applied for.
Specific conditions and standards for diplomas and certificates
For candidates applying to the General Department of Taxation:
Candidates for the positions of specialist and tax inspector performing professional duties:
- Have a bachelor's degree or higher, with at least a good grade from: Foreign Trade University, National Economics University, Academy of Finance, Banking Academy, University of Economics Ho Chi Minh City, University of Finance – Marketing, University of Economics under Da Nang University, University of Economics under Vietnam National University Hanoi, Hanoi Law University, Vietnam National University Hanoi, University of Economics – Law under Vietnam National University Ho Chi Minh City; Or have a bachelor's degree or higher from universities abroad ranked in the top 500 universities in the world by Times Higher Education, United Kingdom (see attached appendix); In the fields of study: accounting, auditing, public finance, corporate finance, banking finance, taxation, and Law (excluding criminal law).- Have a foreign language certificate level B or higher (one of five languages: English, French, Russian, Chinese, German) or a level 2 foreign language certificate (or equivalent) according to the Vietnamese Foreign Language Proficiency Framework as specified in Circular 01/2014/TT-BGDDT;- Have a certificate of office informatics or an informatics certificate level A or higher or have an informatics certificate meeting the basic IT skills standards as specified in Circular 03/2014/TT-BTTTT.
Candidates for the specialist position in information technology:
- Have a bachelor's degree or higher, with at least a good grade from: Hanoi University of Science and Technology, Ho Chi Minh City University of Technology, University of Science under Vietnam National University Ho Chi Minh city, Da Nang University of Technology, University of Science under Vietnam National University Hanoi, Vinh University, Posts and Telecommunications Institute of Technology, Military Technical Academy, FPT University; Or have a bachelor's degree or higher from universities abroad ranked in the top 500 universities in the world by Times Higher Education, United Kingdom (see attached appendix); In the fields of training: information technology, electronics – telecommunications, communication – computer networks, math-informatics.- Have a foreign language certificate level B or higher (one of five languages: English, French, Russian, Chinese, German) or a level 2 foreign language certificate (or equivalent) according to the Vietnamese Foreign Language Proficiency Framework as specified in Circular 01/2014/TT-BGDDT;
Candidates for the specialist position in archival work:
- Have a bachelor's degree or higher, with a regular system of training from: University of Social Sciences and Humanities under Vietnam National University Hanoi, University of Social Sciences and Humanities under Vietnam National University Ho Chi Minh City, University of Home Affairs, National Academy of Public Administration; Or have a bachelor's degree or higher from universities abroad ranked in the top 500 universities in the world by Times Higher Education, United Kingdom (see attached appendix); In the fields of study: Archival Science and Office Management, Public Administration, Administrative Document Management and Archive – Archival Studies.- Have a foreign language certificate level B or higher (one of five languages: English, French, Russian, Chinese, German) or a level 2 foreign language certificate (or equivalent) according to the Vietnamese Foreign Language Proficiency Framework as specified in Circular 01/2014/TT-BGDDT;- Have a certificate of office informatics or an informatics certificate level A or higher or have an informatics certificate meeting the basic IT skills standards as specified in Circular 03/2014/TT-BTTTT.

Candidates for the junior officer position in archival work:
- Have a higher secondary diploma or higher in the following fields of study: Archival Science and Office Management, Public Administration, Administrative Document Management and Archive – Archival Studies;- Have a foreign language certificate level A or higher (one of five languages: English, French, Russian, Chinese, German) or a level 1 foreign language certificate (or equivalent) according to the Vietnamese Foreign Language Proficiency Framework as specified in Circular 01/2014/TT-BGDDT;- Have a certificate of office informatics or an informatics certificate level A or higher or have an informatics certificate meeting the basic IT skills standards as specified in Circular 03/2014/TT-BTTTT;- The applicants must be responsible for the accuracy of their registration dossiers. Applicants can submit a certificate of university graduation or postgraduate degrees when submitting the registration dossier. After 15 days from the deadline for submitting the registration dossier, the applicant must submit a copy (photocopy) of the graduation certificate to the recruiting agency. If the applicant does not submit the additional documents, they will not be allowed to participate in the recruitment process.
Note:
- Regarding the English B certificate, candidates may use one of the following certificates as a substitute:- TOEFL 400 or higher (PBT), 42 or higher (iBT);- IELTS 4.5 or higher;- TOEIC 405 or higher;- English B1 certificate of the European Framework or higher.- Regarding the English A certificate, candidates may use one of the following certificates as a substitute:- TOEFL 347 or higher (PBT), 19 or higher (iBT);- IELTS 2.0 or higher;- TOEIC 255 or higher.
The following cases are not valid: Confirmation of completion of the program; Course certificates of schools only indicating the number of study hours; Grade reports cannot replace language certificates.

Recruitment target through the competitive exam for the Ministry of Finance agency: 06 targets, specifically:
- Specialist position for archival work at the Ministry Office: 02 targets;- Specialist position for clerical work: 04 targets (Ministry Office: 02 targets; Legal Department: 01 target; Department of Banking Finance and Financial Institutions: 01 target).
Recruitment target for the General Department of Taxation (General Department of Taxation and 63 Provincial and Municipal Tax Departments) in 2016 is: 2,386 targets.

- Time to submit the application: The period for accepting applications is within 05 working days, from 8:00 February 6, 2017, to 17:00 February 10, 2017.- Application submission locations:- For candidates applying to the Ministry of Finance agency (specialist positions in clerical work, specialist positions in archival work) and the General Department of Taxation: application submission location at the Cultural - Sports Center of Thach Ban Ward (Thach Ban Ward Cultural House) - Dong Dinh Street, Group 7, Thach Ban Ward, Long Bien District, Hanoi City (Map attached to this notification).- For candidates applying to the Hanoi Tax Department: application submission location at Hall 11-10, Hanoi Pedagogical University, address No. 136 - Xuan Thuy Street - Cau Giay - Hanoi (Map posted at the Hanoi Tax Department headquarters or the Hanoi Tax Department website).- For candidates applying to the remaining Tax Departments: submit the application at the Tax Department's office (Map posted at the Tax Department's office or the Tax Department's website).- Application fee: Eligible applicants must pay a recruitment fee of VND 300,000 per person. If an applicant approved by the Recruitment Council is eligible but does not participate in the exam, the General Department of Taxation will not refund the application dossier or the recruitment fee.
