Tasks and powers of State Records Management and Archives Agency (Ministry of Home Affairs) in Vietnam

Currently, the tasks and powers of the State Records Management and Archives Agency (Ministry of Home Affairs) are prescribed in Decision 1199/QD-BNV in 2022, stipulating the functions, tasks, powers, and organizational structure of the State Records Management and Archives Agency promulgated by the Minister of Home Affairs.

(1) Submitting to the Minister of Home Affairs for promulgation or submitting to competent authorities for promulgation legal documents; strategy, scheme, project, planning, long-term plan; digital conversion; standards, processes, regulations, and economic - technical norms on records and archives.

(2) Advising and assisting the Minister of Home Affairs in performing the state management of clerical and archival work:

- Propagating, disseminating, and educating the law and organizing the implementation of legal documents, strategies, schemes, projects, long-term programs, plans, and plans after being approved by competent authorities;

- Promulgating documents providing professional guidance on clerical and archival work;

- Checking the implementation of the provisions of the law on records and archives;

- Fostering, professional training, and clerical and archival skills;

- Guiding and check the operation of hosting services;

- Building and managing the national database of electronic documents;

- Making statistics on records and archives nationwide;

- Performing emulation and commendation work in the field of clerical and archival work;

- Managing embryos of practice certificates and issuing certificates of professional examination for archival authorities to issue practice certificates.

(3) Performing the duties as assigned by the Minister of Home Affairs and the provisions of the law:

- Managing national archives under the Vietnamese State Archives, including: guiding and directing the implementation of professional activities of collecting, collecting, supplementing, and authenticating archival documents; editing, valuing documents, making statistics, protecting, preserving, and insuring archives; digitizing and building databases; declassifying, compiling, and publishing archives; promoting the value of archival materials; performing hosting services;

- Management of organizational apparatus; management and use of civil servants; recruiting, managing, and employing officials and employees according to the provisions of the law and decentralization of the Minister;

- Implementing international cooperation on records and archives; management of scientific research, application, and technology transfer of records and archives; modernizing material and technical foundations of clerical and archival work; developing and organizing the implementation of a targeted administrative reform program and the contents of the state administrative reform program approved by the competent authorities; protecting internal politics, the work of fire prevention and fighting;

- Management of finance, assets, investment in capital construction, and information technology infrastructure of the Agency.

(4) Perform other duties assigned by the Minister of Home Affairs.

Organizational structure of the State Records Management and Archives Agency (Ministry of Home Affairs)

- Functional units under the Agency:

+ Office of Document Management - Archives I;

+ Office of Document Management - Archive II;

+ Agency of Planning - Finance;

+ Agency of International Cooperation and Scientific Management;

+ Agency of Organization and Personnel;

+ Office.

- Public non-business units under the Agency:

+ National Archives Center I;

+ National Archives Center II;

+ National Archives Center III;

+ National Archives Center IV;

+ Center for National Archives of Electronic Documents;

+ Science and Technology Center - Archives;

+ National Archives Insurance Center.

- The establishment, merger, and dissolution of functional units and public non-business units under the State Records Management and Archives Agency shall be decided by the Minister of Home Affairs.

- The Director of the State Records Management and Archives Agency shall submit to the Minister of Home Affairs for promulgation a decision defining the functions, tasks, powers, and organizational structure of the public non-business units under the Agency.

- The Director of the State Records Management and Archives Agency shall prescribe the functions, tasks, powers, and organization of the functional units under the Agency.
