1. Content of executive official evaluation in Vietnam

According to Article 28 of the Law on Officials 2008, the content of cadre evaluation includes:

  • Complying with the party's  guidelines and policies and the state's laws;

  • Political qualities, ethics, lifestyle, manners, and working practices;

  • Ability to lead, operate, and organize task performance;

  • Sense of responsibility at work;

  • Results of performing assigned tasks.

2. Content of the official assessment in Vietnam

According to Clause 11 , Article 1 of the 2019 amended Law on Cadres and Civil Servants , amending and supplementing Article 56 of the Law on Cadres and Civil Servants, the specific content of civil servant evaluation is specified as follows:

* For civil servants not holding leadership or management positions:

  • Complyig with the Party's guidelines, policies, and State laws and regulations of agencies, organizations, and units;

  • Political qualities, ethics, lifestyle, manners, and working practices;

  • Capacity, professional qualifications, and skills;

  • Results of performing tasks according to the provisions of the law, according to proposed plans, or according to specific assigned tasks; progress and quality of task implementation. Evaluation of task performance results must be linked to the job position, expressed through specific work and products;

  • Sense of responsibility and coordination in performing tasks;

  • Attitude to serve people and businesses for positions that have direct contact with or directly handle the work of people and businesses.

* For civil servants holding leadership and management positions:

  • Similar contents for civil servants not holding leadership or management positions;

  • Work plans and performance results of agencies, organizations, and units assigned to lead and manage; The assessment of the individual's performance results must be linked to the performance results of the agency, organization, or unit directly in charge. The individual's quality rating is not higher than the quality rating of the agency, organization, or unit directly in charge;

  • Progress and quality of assigned work;

  • Leadership and management capacity;

  • The ability to gather and unite.

3. Content of public employee evaluation in Vietnam

Clause 5, Article 2 of the Law on Officials and the Law on Public Employees amended 2019, amending and supplementing Article 41 of the Law on Public Employees 2010, stipulates the specific content of public employee evaluation as follows:

* For officials without management functions:

  • Comply with the Party's guidelines, policies, and State laws and regulations for agencies, organizations, and units;

  • Results of performing work or tasks according to the signed work contract, according to the proposed plan, or according to the specific assigned work; progress and quality of task implementation. Evaluation of task performance results must be linked to the job position, expressed through specific work and products;

  • Implementation of regulations on professional ethics;

  • Sense of responsibility, attitude of serving the people, spirit of cooperation with colleagues, and implementation of the code of conduct of officials;

  • Performance of other obligations of public employees.

* For managers:

  • The evaluation content is similar to that of public employees without management functions;

  • Ability to manage, operate, and organize task performance;

  • Annual, quarterly, and monthly work plans and operational results of agencies, organizations, and units assigned to manage;

  • The assessment of the individual's performance results must be linked to the performance results of the agency, organization, or unit directly in charge;

  • The individual's quality rating is not higher than the quality rating of the agency, organization, or unit directly in charge.

Note: General criteria for evaluating the quality of officials and public employees are specified in Article 3 of Decree 90/2020/ND-CP on assessing and classifying the quality of officials and public employees as follows:

Ideological politics

- Comply with the Party's policies, guidelines and regulations, the State's policies and laws and the Party's organizational and disciplinary principles, especially the principles of democratic centralism, self-criticism, and criticism;

- Have strong political views and courage; a steadfast stance; not wavering in the face of all difficulties and challenges;

- Put the interests of the Party, the nation, the people, and the collective above personal interests;

- Consciously research, study, and apply Marxism-Leninism, Ho Chi Minh's ideology, resolutions, directives, decisions, and documents of the Party.

Ethics, lifestyle

- Have no sign of embezzlement, corruption, negativity, waste, bureaucracy, opportunism, self-interest, arrogance, or power; no signs of deterioration in morality, lifestyle, self-evolution, or self-transformation;

- Have an honest, humble, sincere, pure, and simple lifestyle;

- Have a spirit of solidarity, build clean and strong agencies, organizations, and units;

- Do not let relatives or acquaintances take advantage of your position and authority for personal gain.

Manners sand working style

- Take responsibility for the work; be dynamic, creative, daring to think, daring to do, and flexible in performing tasks;

- Follow scientific, democratic, and principled working methods;

- Have a sense of responsibility and coordination in performing tasks;

- Have the right attitude and behavioral style, standard working practices, and meet the requirements of the public service culture.

Sense of organization and discipline

- Comply with the organization's assignments;

- Implement regulations, rules, and rules of the agency, organization, and unit where you work;

- Carry out the declaration and disclosure of assets and income according to regulations;

- Report fully, honestly, and provide accurate and objective information on contents related to the performance of assigned responsibilities, tasks, and activities of agencies, organizations, and units to superiors. when requested.

Results of implementing assigned responsibilities and tasks

* For officials, leaders, and managers

- Thoroughly grasp, institutionalize, and implement the Party's guidelines and policies and the State's policies and laws at agencies, organizations, and units;

- Maintain discipline and order in agencies, organizations, and units; Do not allow incidents, violations of discipline, violations of the law, complaints, and denunciations to persist; Prevent and combat corruption and waste within agencies, organizations, and units;

- Lead, direct, organize testing, inspection, supervision, and resolve complaints and denunciations according to authority; Direct and implement administrative reform, reform of civil service and civil servant regimes at agencies, organizations, and units;

- Develop annual operating programs and plans for agencies, organizations, and units assigned to manage and be in charge, clearly defining the results of implementing targets and tasks, quantified by products specifically.

* For civil servants and public employees who do not hold leadership or management positions

- Results of performing tasks according to the provisions of law, according to proposed plans, or according to specific assigned tasks; volume, progress, and quality of task implementation;

- Attitude to serve people and businesses for positions that have direct contact with or directly handle the work of people and businesses.
